In China, there are a great number of dangerous chemicals to be transported by highway every year. During transportation, accidents could easily happen just because a lack of supervision to these transportable hazards, which threatened the security of people's life and property seriously and caused extremely bad influences on social economic development.In this paper, we first discussed and established an accident-causing theory on the accidents of transportable hazards. From this theory, we can see that in order to prevent this kind of accident from happening, it is necessary to strengthen the supervision of transportable hazards. Once an accident happens, the work of effective emergency rescue should be carried out in time to weaken the harm of the accident.On the supervision of transportable hazards, we analyzed the supervision theory first and combined with relevant technology such as GPS (Global Positioning System), GIS (Geographical Information System) and GSM (Global System for Mobile Communications), etc., and discussed about the realization of the supervision, confirmed the feasibility of the supervision by a set of tests, by which the supervision of actualization is achieved primarily. On the basis of the actualization, according to reference books and analysis four elements such as people, conveyance, goods and surroundings are setted as evaluation guideline while using the multiple layer AHP-fuzzy comprehensive evaluation method to judge synthetically on the information in hand, appraising out the security grade, thus realizes the early warning of the transportable hazards. Besides, we have used VB6.0 software as the systematic user's interface and developed a corresponding early warning software system with the programming tools, which can be so automatic as to publish the appraisal of the result after inputting the essential parameter, thus improved the speed, accuracy and systematized degree of early warning.In addition to emergency rescuing and relevant emergency response protocol of transportable hazards after their happening, we have focused on some key questions brought about by the particularity of the transportable hazards itself as well.
