Study For The Mechanism Tour Scenic Area

At Present, the tour industry of the world is quickly prompting and displaying new characters of internationalization and need-diversification. China is a power with liberated tour resource. It offers favorable conditions for the development of Chinese tour industry with various and outstanding tour resource. When the tour industry is fast developing, it becomes a more and more central part, and playing a core role in attracting the tourists. Judging from resource character, the tour scenic area is the non-renewable resource which is common, rare, weak and really integrated as the cultural relics and historical sites. This is not only the demand for healthy, harmonious and sustainable development of tour industry, but also the matter-of-course duty for the various levels of government and relevant departments.But during a long period, as people always focus on development not protection for Chinese tourism, people regard the traveling development as a kind of economic activity and stress its economic efficiency. But relatively, people seem to ignore the effect from the tourism to the tour scenic area environment. Although the eco-tourism is advocated afterwards, in reality, it sometimes evolves into a method for marketing and selling. Many traveling companies don't comply with the basic principle of eco-tourism in the real sense which gives first priority to the environmental protection of tour scenic area and local income, but match the demand from the market and gain the competitive advantage by "brushing a green painting". The improper traveling development, plan as well as being short of effective administration, superintending, participating in management system causes the serious destruction of the tour scenic area environment. These destructions are not only a threaten to the long-term usage of the traveling resource and the sustainable development of tourism, but also brings the worse negative beneficial results for society. Therefore, it is becoming an extremely austere and urgent problem facing the society that how to develop the tourism on one hand and protect the environment of tour scenic area on the other hand.This dissertation includes four parts. Application of basic ecological theory and sustainable development theory and the definition of tour scenic area are expatiated on in the first part. Secondly, environmental problem and situation are discussed. Thirdly, in this condition, analysis of the reason produced from environmental problem is given. According to the analysis, the fundamental reasons of damage about the environment of tour scenic area are'the market glitch'and'the government glitch'of the protection for tourist resources. The important reason is the understanding of the protection for tourist resources and the lack of environmental protection consciousness of citizen. The abuse in tour scenic management system causes no environmental protection in travel scenic spot. Finally, from the aspects of strengthening government intervention, perfecting industrial governance, management mechanism, management mechanism of scenic spot, social participation and management mechanism, discussions and some advices will be done for the long term mechanism to protect the environment of scenic spot. This dissertation will provide reference to related department and people.
