Biotechnology is regarded as the most important and possible technology thatwill alter industrial and economical structures in the future, more and more peopleacross the world have thus become concerned. At present, every government hasrealized that biopharmaceutical industry can become a new economic growth pointand an important ingredient of their domestic economy. We also need it to stimulateour country's economical and social development. Although biopharmaceuticalindustry has started recently in our country, it has developed rapidly, especially thegreatly raised fund for biopharmaceutical R&D in "863" plan.With the development of biopharmaceutical industry in China, the biopharmac-eutical industry in Guangdong province has been promoted. At present, inGuangdong province there is an industrial structure and scientific research systemwith a primary scale, with an advanced technology, and with powerful economicstrength, which have contributed a lot to our national economic development. Butcompared to the domestic cities like Beijing and Shanghai, it is inferior, not to say thesituation in developed countries. As a key province in China, the status ofbiopharmaceutical industry in Guangdong province not only represents the domestic level, but also influences our national economic development. At the start of a newcentury, and in order to adapt to economic structure adjustment and industrialupgrading trend, we must come to a full and clear realization of the conditions ofwhole biopharmaceutical industry in Guangdong province so as to make adevelopment strategy for the new age, to pin down the direction for technologydevelopment and to be sure of the priority key points for development, to find out theeffective measures to solve the present problems, so that we can we can play asignificant role in promotion of biopharmaceutical industry in Guangdong provinceand in promotion a speedy and healthy biopharmaceutical industry of the wholecountry.This thesis systematically summarized the current situation and the tendency ofthe global biopharmaceutical industry, and analyzed the conditions ofbiopharmaceutical technology industry and existed issues in Guangdong Province.The prolem of how to increase the original innovation capability was also carefullystudied. The strategy and measure of the development had been proposed eventuallyThis project systematically analyzed the current situation, superiority, presentproblems and reasons during the industrial development in Guangdong and thenproposed the relevant strategy by the rule of retrospective review, systematicanalysis and questionnaire and so on. It is hope that biopharmaceutical industry canbe promoted by the provided reference.1.Objects and methodsThe aim of our research focuses on the current status bio-medicine technologyindustry of Guangdong province and how to promote the innovative capabilities. Wevisited 14 experts specialized government administration, research, industry to obtainthe inforamtion on the development status of home and international bio-medicinetechnology industry and the key issues of the fields in Guangdong province.Questionnaire based on suggestion of experts were also investigated. We analyzed Construction of the expert team with descriptive statistics. We alsotested result of the dependability and representativeness by active quotiety andauthority quotiety.2. Results2.1 strategyReinforcement of construction and general idea of techology innnovationthrough innovative marketization was then proposed. In order to realize this generalideas, several measures including interactive mechanisms of marketization oftechnology innovation, inspiration mechanisms benificial to technology innovation,consummation systems of financial support, acceleration of effect of fund on originalinnovation, reinforcement of industrial foundation was put forward to accelerate thedevelopment of innovative marketization. Measures aiming the markets could becarried out by optimized combination and resourse share from research and highereducational institutions. Government should reinforce the cultivation of technologymarket and maintian the market atmosphere benificial to innovative marketization,while industries should reinforce technological cooperation with reserch and highereducation institutes to establish the interactive mechanisms of marketization oftechnology innovation. In the mean while, Government should optimize theevaluation system of experts to establish the objective and scientific evaluationsystem. ,and should reinforce putting research encouragement into effect.Reform of personnel system is to be deepen, and the market-system-orientedhuman resource optimization is to be realized in order to establish theencouragement system that is adapt to market development and is beneficialto technology innovation. By enlarging fund source, investment ofpharmaceutical biotechnology can be then ensured. Active measures shouldalso be adopted to enhance the original innovation of enterprises, and toexpedite the establishment the enterprise-oriented and market-directedtechnology innovation system combined with industry, academy and research by means of encouragement of establishing own institute of large-scaleenterprise and cooperation with research and academic institute. Governmentshould encourage and support the enterprise to develop key technologies withown intellectual property and to enhance original innovation and integrateinnovation capability. Reform of investment and finacing systm is also to beadvanced to boost up the effect of fund on original innovation of enterprises,revenue policy is also need to be reformed to fully support the enterprise ofpharmaceutical biotechology. Enterprise management is to be consummatedand modern enterprise management system is to be established. Establishmentof market-oriented manufacture and management mode to maintain thedevelopment of enterprises. In the last place, government should boom smalland middle scaled enterpirses, measures of annexing, recombining advantagesand cultivating the pharmaceutical biotechnology enterprises etc. is to becarried out to boost up propert foundation, and accelerate marketilizationdevelopment of innovation system.2.2 Characteristics and innovative ideas of this projectThe innovative ideas of this project lies in statement of main reasons thataffect the development of pharmaceutical biotechnology in Guangdong bymeans of the combination of quantitative and qualitative, static and dynamicanalysis, especially in putting forward the establishment of objective andscientific evaluation system. Classification of scientific evaluation includingboth quatitative and qualitative guideline is stressed. It is also noted that theexam of output could not be evaluated with single guideline, while itsproduction innovation and contribution to society and country should beconsidered. Allowing failure of scientific research should also be established,and eager for quick success and instant benefit in academy should be avoidedby legal systems to standardize trust behaviors and enhance technology innovation. In addition, scientific evaluation system is also needed toconsummated. Adjusting constitution of experts for scientific evaluation,establishing the credit systems of expert evaluation and systems forresponsibilities, establishing of obviation system are all required to make thescientific evaluation system equal, fair, object and scientific.
