GIS is the technology of gathering, saving, managing and analyzing the date about the Geography distributing in 3S. Nowadays, GIS is very popular in every field. In developing resource, including water-electricity, fire-electricity, coal and gas, GIS is using to analyzing the development-zone's ecology, environment and weather, etc. Using GIS to analyzing the data about development resources, people can forecast the resource-project's good or bad infection, evaluate the project's eco-environment, compare the development-zone's data in every year and get the change of all the sides, also can provide reference to the managing apartment.The traditional management way, has caused to the energy management efficiency lowly, the data management insecurity, incomplete, easy to lose, outdated transmission mode, the discommodious manual operation and so on because of lacks the scientific target. Therefore, urgently, we need using the modernized technical method to establish the GIS information system to overcome these shortcomings and like this we can manage the resource's development effectively, dynamic monitor the development, reasonably make decisions. All of this will causes the water resources' development even more rationalization.Using 3S (GIS, RS, GPS), the new technical to develop GIS information system and carried on the management analysis to the different project has already become one kind of tidal current. Using the GIS to manage Sichuan resource development is still is few. Developing this kind of system is able to carry on the direct-viewing inquiry and analyze in resource and electricity development. This causes Sichuan's water resources development management standardization. Also it can provide the support for the research department in decision-making simultaneously.The study includes:1, Collection and the purchase date. These include a large number of non-spatial attribute data such as topographic maps, Sichuan administrative maps, vegetation maps, aerial photos, etc; 2, Arranging and sorted out the data collected, such as digitizing maps, interoperating aerial photos; Third, Designing and completing the GIS system architecture, database, interface; Fourth, Using the technology of secondary development of GIS software and computer language to develop the preparation of code; 5, Using the GIS system and date to study the source development's affection in eco-environment.The final result of a set of studies is that we developed the software of Sichuan's resource development GIS system. The GIS system has some feather such as cordial interface, functional focus, and so on. We also collected a lot of energy geographic and attribute data, special in hydropower development, established a corresponding database. In the application, we used database to analyze Ertan Hydropower Station's hydrology, climate, vegetation, terrestrial animals, social and economic. The results show that: building power stations, some will inundate farmland and vegetation, change the eco-environment, effect the population migration, but as awareness of eco-environmental protection and construction departments' strengthen the policy of strong support for the protection for the reservoir area, the vegetation coverage and the climate are more conducive to biological growth because of artificial efforts to increase vegetation coverage and the climate. The Hydropower had no significant impact on terrestrial animals and fishes but increased the number of bird species. For studying Ertan Hydropower Station in the impact of eco-environment, we stillneed more observation and monitoring.
