Paint industry is not only a supporting industries of the construction and industrial areas, but also the one of the most widely used industrial raw materials. [1,2] Since 2003, the world paint industry has rapidly developed its yield and the yearly basis about 5%, As a country of big needs on paint ,China has also increased its output biggest about to 6.4 percent year on year. [3,4] Because the production and the use of the traditional coating make certain environmental pollution, Powder Coatings in its sole low VOC, high efficiency and excellent coating process characteristics come to the fore. At present, China has become the second largest powder coatings producer after the United States.Powder coating is the coating of new varieties and new technology, with saving energy and resources, reducing environmental pollution, simple process, easy automation, coating sturdiness and durability, and pollution-free, high labor and production efficiency, recoverable powder characteristics since the 1960s[5]. Powder coating is a composition which containing 100% solid, solid powder to the state exists and the state to powder coating, and then melt flow-heating, curing the coating film[6]. Powder coating is different from the solvent-based paint and general waterborne coatings, instead of using water as a solvent or dispersion medium, but through the use of air as a dispersion medium. At present, the applications of the powder coating are related to household appliances, instruments, and so more than 20 industries, has made tremendous economic and social benefits.TGIC is widely used as a curing agent in the powder coating because of its good thermal stability, weatherability, and resistant yellow degeneration excellent, excellent mechanical properties[7]. In recent years, because of all kinds of irrational uses of resources, a lot of resources and energy was made into the environment as "three wastes"in the production of TGIC industries, causing serious environmental pollution, pollution control production delay. China's economy and the environment from the overall situation of the effective prevention and treatment of environmental pollution and development, the implementation of cleaner production has positive significance[8].The traditional production process is improved[9]:the traditional method of dehydration is replaced by torrefaction,in order to reduce the sewerage appeared during the dehydration radically;high efficient catalyzer and polymerization inhibitor are chosen to greatly improved the yield of product;methods like decompress fractionation are chosen to separate the product,in order to reduce the product's loss and pollution during the process of separation;base on the actual industrial produce,the problem of the liquid which have to be vent during the process is solved,and the liquid is translate into a new UV-cured coating, the cost is reduce, the corporation's income is increase,and the cleaner production is achieved.
