Research On The Impacts Of Environmental Regulation On The Competitiveness Of Construction Industry

Construction industry serving as a pillar industry of our national economy development plays a decisive role in the economic and social development.However,the development of the construction industry is still relative rough,and the economic model has the characteristics of labor intensive and low volume,high consumption and inefficient growth,and lack of competition.Meanwhile,the construction industry is also a high pollution industry and high consumption industry,the rapid development of industrialization has greatly influence on the ecological environment by negative externalities,which has already became an important bottleneck of the economic sustainable development of construction industry.With the gradual improvement of state environmental protection policy,the environmental regulation intension will bring corresponding influence on competitiveness of construction industry.Thus,faced with the economic development of the "new normal",it is necessary to investigate the coordinated development between “environmental protection” and “elevation of the competitiveness of the construction industry” from the perspective of environmental protection on the competitiveness of the construction industry.In this paper,the core concepts of the environmental regulation and competitiveness of the construction industry are first defined.Based on the analysis of relevant theories and clarification of relevant research literature both in domestic and abroad,the paper discusses the mechanisms and influences of environmental regulation on energy efficiency which can provide theoretical support for the full paper.Then,the appropriate measure indexes of environmental regulation and competitiveness of the construction industry were selected,and a reasonable comprehensive index measurement system was also established.Finally,environmental regulation and competitiveness of the construction industry were accurately calculated and contrastively analyzed.The influence mechanisms of environmental regulation on competitiveness of the construction industry were investigated and analyzed based on the panel data of 30 provinces and cities in the construction industry.The main conclusions of the research in this paper can be listed as follows:Firstly,the impacts of environmental regulation on the competitiveness of the construction industry are the result of various direct and indirect effects.The indirect transitive mechanisms includes the environmental cost,technological innovation,industrial structure and so on.To comprehensively study the influences of environmental regulation on the competitiveness of the construction industry,various direct and indirect effects should be taken into account.Secondly,there exists the positive effect of environmental regulation on the technical progress of the construction industry.Nevertheless,no significant incentive effect can be observed,and that is,environmental regulation is not the key factor to promote the technological progress of construction industry.Environmental regulation can effectively increase the output value of construction industry in the proportion of economic output,and optimize the industrial structure.Thirdly,there exists the U-type relationship between competitiveness of the construction industry and environmental regulation intension.With the increase of environmental regulation intension,the incentive effect of the construction industry competitiveness is more and more obvious.Enhancing the environmental regulation intension can not only effectively curb the increasingly serious environmental problems,but also realize the economic development through promoting competitiveness of the construction industry,resulting in the “win-win” goal of economic growth and environmental protection.According to the above research conclusions,this paper puts forward the feasible policy suggestions for the government and construction enterprises from the aspects of micro and macro level,and offers reference and experience,which is of theoretic and realistic significance.Due to the limitations of data and time,the investigation was not achieved from different environmental regulation tools to evaluate the impacts of environmental regulation on competitiveness of the construction industry.And it will be studied in the future.
