| With the gradually establishing of the social market economy system and its increasingly consummation in China, the market means of distributing resources has become the basic way of social resources collocation. Emission trading as a new means of the environmental protection which is based on the market, has being tried in some districts in our country. The application of emission trading in the environmental resources collocation, which belongs to a market-encouraged mechanism, is beneficial to inspire the enthusiasm of the factories, and then promote them to strengthen their management, reform their industrial techniques and adjust their product structures, in order to reduce the pollution emission and gain the economic benefits from the surplus emission permits. It is also advantageous to arrange the pollution source reasonable and optimize the distribution of the resources, in order to achieve the unification of the environmental and economic benefits.In this thesis, by using logical analysis, valuable analysis, normative analysis, I discuss on those problems and give some advises for the experiences of emission trading.Chapter one mainly analyzes the theoretical basement of the emission trading. In the thesis I discuss the definition and specialty of emission rights and emission trading after comparing with discussion of scholars who come from inland and outland. I study the purpose of emission trading, the basic and of emission trading In the thesis, I also analyze the economic basement of the emission trading, such as "externality theory","the scarce resources",and "Coase theorem" . In chapter two I mainly introduce the origin and development of emission trading. First, I introduce the origin and development in the USA. In 1970s, Environmental Protection Agency (EPA) began using emission trading policy in air pollution and river pollution control. So far they have set up a set of emission trading system which include offset,bubble,netting and banking. Second, I introduce the pilot situation of emission trading in our country. From 1991, The State Environmental Protection Administration chose Baotou, Kaiyuan, Liuzhou, Taiyuan, Pingdingshan and Guiyang as pilot cities in doing atmospheric emissions trading. Since then there are a number of cities in China where the emission trading has been proceeding.In chapter three I analyze some problems of emission trading in our country, and then describe the necessity and feasibility of emission trading. I also discuss on the obstacle of putting emission trading into practice in our country.In chapter four, I give some advices in setting up emissions trading system on the basis of last three chapter' s analyses. I also discuss on some the original distribution of the emission right and total amount control.
