The oil drilling project is a vital procedure in the process of the exploration and production of the petroleum and natural gas resources, which is a flexible production system with multi-work, multi-working procedure, mutual cross and busywork in series, and it is also enshroud greatly. The project has its characteristics of big production scale, large investment and high risks, especially spend large numbers of human resources, materials and money. With the deep progress of petroleum exploration and production, the geology status has became more complicated, the number of deep well, horizontal well, extended reach well and under-balanced well increasing continuously, it needs more and more requirements of drilling equipments and engineering technology, and larger investment than before. There are so many unsafe factors during the drilling procedure due to these traits. If not practically guard against, there will be prone to accident so that will be harm to people and damage to national property.With the development of science and technology, the equipment used in oil drilling is more and more huge and complex, which makes it much more difficult to realize effective HSE management. During the recent 10 years, the discussion of HSE management technology has been carried out, and a lot of valuable theoretic methods and skills about the risk identification, assessment, classification and the safety information management have been put forward. However, there do is a lot of work to do to implement the safety science theory in the HSE management practice to enhance the HSE management level in the petroleum and natural gas exploration and production industry.Due to the particularity of the drilling tchnology and drilling site,there exist kinds of various degrees of effects and hazards that act on personnel health, personnel and establishment safety and environment in different period and different taches during drilling procedure. What is to say, There are many different kinds of HSE risks during the drilling procedure due to these traits. Therefore, to enhance the HSE management in drilling precedure is imperative under the situation.Risk control process is the main line of HSE risk management, at the same time, risk identification and assessment is the basement. The result of risk identification and assessment is the main input of the system. That is to say, almost all the other elements of the system run accoding as the result of risk identification and assessment.The purpose of the topic selection lies in:â‘ To explore the basic mode /identification method/identification elements of HSE identification apply to the industry of exploration and production of the petroleum (only focus on drilling procedure).More over ,the author does some profitable research on the systematism/standardization of risk identification procedure.â‘¡To identify and analyse the risks and unsafe factors in drilling procedure so as to lay a basis for the implement of the HSE management system.â‘¢To explore the basic mode of risk assessment including model and templet of assessment apply to the industry of exploration and production of the petroleum (only focus on drilling procedure ); Besides.some deep research on its application is done.Under the current situation of urgency,utility and the importance in program, it is of great practical significance to establish and implement HSE management system availably to enhance the HSE management and to enrich safety science theory and application technology to do this research.To sum up, the paper includes six parts as below:I Introduction.The main origin and research background is discussed in this part.Besides, the research actuality around the world is thoroughly analysed. What's more.the research direction and content /where is the innovations or coordination lies /the research methods and any other problems about the paper which need to be explained are also discussed in this part.II Drilling well engineering and Risk management.In this part, above all, the basic knowledge of HSE management is introduced and discussed including definition and its content / the whole HSE management procedure. Therefore, it will greatly improve the veracity science and validity of risk analysis to research the whole procedure of HSE risk identification and assessment as a systemic problem.Secondly, the basic content of drilling well engineering and the management status of drilling well engineering project is simply introduced. Then, the main content process and character of HSE risk management of drilling well engineering procedure are detailed discussed. It will help us to recognize the whole process of HSE risk management of drilling well engineering procedure by the numbers and wide-ranging to lay a basis for further systemic research on HSE hazard identification and risk assessment of the drilling well engineering procedure.III Research on HSE risk identification of drilling well engineering.In this part, the statistics and analysis of the accidents distributing and its characters of drilling well engineering are carried on firstly. It helps to recognize where the risk lies in drilling well engineering and its distributing charactors.Secondly, embedded analysis of the HSE risk identification is discussed based on the character of the drilling well engineering precedure, which include drilling well engineering procedure and task compartmentalization HSE risk model and the content and identification factors of HSE risk identification in drilling well engineering.IV HSE risk assessment mode of drilling well engineering.Above all, the author brings forward the significance to establish safety assessment basic mode and the conception of safety assessment mode . Secondly, safety assessment mode is put forward according to the existing safety assess methhods and national safety law and technology standard. At last, a set of systemic compositive assessment method involved with not only single risk but also multipolar and mulriple risks need to be established during the safety assessment of drilling well engineering, based on the thorough research on existing safety assessment mode. Based on the existing safety assessment mode, the author puts forwards systemic compositive assessment mode applied to multipolar and mulriple risks assessment as well as demonstration. The validity pertinency and practicability of this mode is testified by allround research and discuss.V Summarization and expectation.The author sums up all research work of this topic, and out forward the problems which need further discuss and research and the expectation for the future.The method which combines canonical theory analysis and demonstration research is used in this paper ,moreover, it emphasizes on different lays and profiles.So as to achieve the innovation of research method.Due to the limit time and self ability, the research which aims at problems upwards is just primary analysis and discovery. Further more, great plentiful production will be achieved one day with futher discuss as well as more professors' efforts.
