Research On The Ecological Carrying Capacity For The Region Of Coal Exploitation

According to the law of Environmental Impact Assessment(EIA),the planning of coal mining areas have to go through the process of environmental impact assessment.One of the chief functions of EIA is evaluation of Ecological Carrying Capacity(ECC),which is the foundation of sustainable development.But the theory and experience of Environmental Impact Assessment for Plan(PEIA)are underway at present.ECC's methods and theories in the region of coal exploitation are more than weak,and its factors,methods and indexes are waiting to be discussed.The main conclusions of the study are as follows:(1)On the basis of the systematic analysis of ECC at home and abroad,and combining with the frangibility of ecosystem and the impact of the development in coal exploitation areas,the thesis states that integrative assessment should be adopted to evaluate the ECC in coal exploitation areas.(2)On the basis of existing theories on sustainable development,ECC and ecology, and given the impact of coal exploiting region,the evaluation model for ECC of coal exploiting region is put forward.Carrying Capacity Pressure-Syetem(CCPS)is used to describe the ECC level of ecosystem,and CCPS is featured by the ratio of Carrying Capacity Pressure(CCP)to Carrying Capacity Syetem(CCS).(3)According to the evaluation model,the three-level index system for ECC of coal exploiting region is established.The first level index is CCPS,the second level index is CCP and CCS,the third level index is ecosystem resilience,carrying capacity of resource and environment.And quantitative method of the index systems is provided.(4)In the thesis,the transitional area of the maowusu sandy area and the Losses Plate is taken as an example,the quantitative method of the index systems is confirmed,and the level of ECC of the region is evaluated.The results are as follows: the CCPS of the region is 59.20,belonging to medium pressing district;the result shows that the level of ECC in the area is medium,so the region can be developed under protection.The CCP of the region is 34.33,belonging to medium pressing district.This indieates that the main pressure of the region comes from land,water and solid waste discharge.The CCS of the region is 57.99,which shows a medium carrying capability.This ecosystem has certain carrying capacity,but it is fragile.Its capability of carrying water resource and environment element is relatively small,so the exploitation of coal resource is limited.Therefore,during the process of the exploitation of mine regions,it is necessary to give emphasis to the protection of ecosystem,and to pollution treatment.In short,Resource exploitation,economic development and environmental protection should be achieved at the same time.(5)The measures such as protecting land,water resources and environment, controlling environmental pollution,developing cleaner production and recycle economy are put forward for mining area to boost up sustainable development.
