Study On Grade Control And Management Of Marine Environment Planning

Along with the rapid economic development in recent years, marine ecological environment is being destroyed by more and more complicated human activities. The marine pollution is getting more and more serious, that restricts the sustainable development of marine economy. Therefore, the marine environment protection and related study are becoming a hot spot in the world.The main content of this paper is grade-controlled and management planning of marine environmental which is based on the theories of environmental science such as environmental planning, environmental assessment, environmental management and so on. The theoretical system of grade control and management of marine environment planning was put forward, according to the requirement of social-economic development, the quality of current marine environment, environmental capacity of marine, and the differences of dominant marine function. The target area is divided into three management zones including key protected zone, moderate exploitation zone and intensive exploitation zone. And the environment quality objective in each zone was clarified. The main conclusions of the present study are as follows:(1) It is the basis for restrict and accommodate human activities that grade control and management of marine environment planning.(2) The foundation, basic principle and technique of grade control and management of marine environment planning was put forward, using quantitative and qualitative studies such as spatial overlapping, correlation analysis, GIS etc. The theoretical system of grade control and management of marine environment planning was put forward, which is based on identifying the marine ecosystem service function, evaluating the sensitivity of environment, evaluating the quality of the marine environment. The target area was divided into three management zone including key protected zone, moderate exploitation zone and intensive exploitation zone. Finally, we put forward the management aim of environmental quality in each zone including environmental quality objectives of water, sediment and biological. And the countermeasures of each management zones was put forward , through analysis the stress and response of marine environment.(3) Case study on Fujian province. We collected relevant background information and data of the marine environment of Fujian province, and then analysis environmental quality of Fujian province, the major environmental problems and so on. We put forward the grade control and management of marine environment planning of Fujian province. The sea area of Fujian province will be divided into 112 sub-zones, of which the number of the key protected zone is 34 and the total area is 312254 hm~2, of which the number of the moderate exploitation zone is 53 and the total area is 3223242 hm~2, of which the number of the intensive exploitation zone is 25 and the total area is 104504 hm~2.
