The Study Of Pollution Control Model In Town Industrial Development

With a rapid advance in sustainable industrial economical development of towns and speeding-up urbanization, the industrial economy of towns in China develops rapidly and people's living standard rises markedly. Under the new historic circumstance, towns have become important carriers for their economic and social development, and the center bringing along the regional economic and social development. Nevertheless, with the quickening urbanization, the flourishing enterprises in towns also cause grave pollution. In the process of urbanization, the discharge of industrial waste soars, leading to marked decrease of quality and thus prohibiting the sustainable development of their social economy. In this case, the ecological environment protection of towns is inevitably put on the agenda. Thus it is of great necessity to look into current situations of town ecological environment protection, to analyze their causes, and then work out relevant protection policies with Chinese characteristics.The current environment system is the incompatibility between current systems and productivity levels and between economic development and people's needs. The deficiency of current environment system in China is in essence the conflicts between resources and environment. The conflicts are due to some problems from market mechanism which do not solve people's demands on resources and environment, to environmental policies from governmental mechanism which do not reflect people's willingness towards environment and to environmental protection awareness which have not yet been public codes of ethics and conduct. Therefore, to stimulate innovations of current environmental systems, and to further standardize and guide people's environmental behaviors serve as an important solution to environment issues.Industry pollution has aroused extensive concerns in the economic development. It is true of the towns with rapid industrialization and urbanization. With a rapid development of industrial economy, the pollution further deteriorate, which also leads to a series of acute conflicts between environment systems and social economic systems. This paper looks into the industrial waste pollution in towns in the process of industrialization by means of principles and methods in Economics, Resource and Environment Economics and Welfare Economics. The paper first analyzes the origin and development of town industry in China, followed by the analysis of causes which give rise to pollution in the process of their industrialization, applies the principles of Economics into the analysis and summary of these problems and puts forward some new insights based on existing theories and solutions. That is to analyze the current BOT model. The paper summarizes both its advantages and disadvantages, and then improves the BOT model to fully cater to specific conditions of Chinese town industry.
