A Study On PPP Model Of Water Pollution Control In Township Industrial Park

Township industrial park,one of the industrial parks with Chinese characteristics,is an inevitable result driven by the industrialization of township and village enterprises in China.Since the 21 st century,township industrial park has developed rapidly and has become the backbone of China's National Economic Growth.In particular,it has played an important role in absorbing surplus rural labor and bolstering rural urbanization.However,what accompanies the vigorous growth of township industrial park are the rapidly growing sewage discharge that leads to serious water pollution and environmental damage to the vast rural areas.Becoming one of the important factors affecting the overall environmental quality of China,it also restricts the growth of enterprises themselves to varying degrees,and ultimately affects the sustainable development of township and village economy.Therefore,it is very important to study the township industrial park water pollution in the context of the socialist market economy.Taking Wenxi Town,Qingtian County,Zhejiang Province as an example,this paper investigates the treatment of pollutants in industrial park wastewater,and combines the characteristics of PPP wastewater treatment model in Wenxi Town Industrial Park to analyze the main factors that cause water pollution environment,including inappropriate management triggered by the lack of government functions,unequal distribution of benefits between government and enterprises caused by PPP model,unbalanced link in sewage treatment,the lack of supervisor caused by inadequate public awareness of environmental protection.This paper holds that in order to realize the sustainable development of township and village industrial parks,we must start with the government,the public,the management pattern,the sewage treatment and the township and village enterprises.Efforts should be made to establish an institutional mechanism for environmental protection of township industrial park in which township industry commits to environmental protection,township and village enterprises achieve sustainable development,governments ensure effective managements and the public exert effective supervision.
