With the development of society and economy, environmental issues have become increasingly severe and has become a bottleneck restricting the progress of our country. As one of the most important component of the environment, water environment is severely polluted. The rational distribution of the rights to use and its transaction is a very important problem theoretically as well as the key and difficult point of the futuer environment protection work. So that the task is to build a feasible model of the total waste load allocation in the consideration both to efficiency and equity.First, the total waste load allocation and emissions trading research status world wide are all detailed introduced. Analyse the relasionship between total amount control and emissions trading. The research purpose was confirmed that is to build a new easily-handld allocation model giving attention to both the efficiency and equity and can be accepted by the pollute-units largely. With the consideration of the unique situation in China, discussed the related technical issues about China's implementation of the emissions trading system.Total waste load allocation is divided into two levels: distric reduction distribution based on the environmental Gini coefficient as well as pollution sourses reduction distribution with the principles of fairness and efficiency. Specifically, in the process of the the distric ditribution, introduce the Gini coefficien ananlysis that is applicated in economic sphere. Design and development an appropriate allocation model for the optimal allocation, determine the final total load allocation of the distric. Pollution sourses distribution consider the principle of efficiency and equity, that is to say that social-oriented institutions (including schools, hospitals and state organs, municipaland other units) cut the same proportion based on the exisiting emissions following the principle of equity. Economic efficiency-oriented industrial enterprises will take the methods of efficient consideration, at the same time the model's objective will be changed from minimum cost to greatest value, stive to devolop the largest economic scale with minimum environmental costs.Discuss issuse about emissions trading on the basic of total waste load allocation. Emissions trading is still a relatively unfamiliar thing in China currently, but the implementation of emissions trading is the inevitable trend of environmental protection. In the paper, anlyse the feasibility of the implemenation of emission trading and the possible problems that may be encountered. Furthermore establish an emissions trading system. Water pollutant emissions trading system can be composed by the allocation of emission rights system, emissions trading system, emissions trading supervision systems and the adjustment system.All in all, this paper advances a new approach for water total waste load allocation model. At the same time analyses and reflectes the emissions trading system and model. Shows some reference value on consummating the pollutant gross allocation technique and the emissions trading technique, which is the foundation for the research go-deep-in.
