The Study On Countermeasures To Strengthen Local Production Safety Supervision

With China's rapid economic development, and production safety problems have become increasingly prominent, arousing the country and the widespread concern in society. The instructions, measures made by the central authorities to strengthen production safety have been introduced, however, the total accidents in a number of regions, industries and enterprises remains high, special major accidents occur from time to time.Production safety supervision get smaller in the grass-roots, some local governments and supervision departments lack a firm position, supervision is not in place, individual even are Favoritism. These are outstanding problems that exist in the current production safety supervision. How do the Local governments, especially the local supervision departments implement the central authorities, will direct impact on the country's production safety and to resolve the problem of the production safety should start from the grass-roots level. I had a six-month internship in Jining production safety supervision departments and got a lot of first-hand information. Based on related theories as a guide, to combine theory and empirical methods,taking Jining City's production safety supervision as an example, getting in-depth analysis of the the existing problems in local production safety supervision, drawing on the experience of foreign countries, I try to find some Countermeasures to strengthen local production safety supervision .This paper is divided into six parts:Partâ… is Introduction. This part introduce the background and significance,the internal and external studies, the ideas and methods in writing.Partâ…¡is the theoretical foundation. This section give the basic concept such as production safety, production safety supervision and the relevant theories such as Internal and external Government control theory,crisis management theory, game theory, the pest theory, laying a theoretical basis.Partâ…¢is the status quo of local safety monitoring.Taking Jining for an example, point out the existing problems in the current local production safety supervision.Partâ…£ananaly the cause of the problem,such as the emphasis is not in place, the laws and regulations are incomplete, the system is not smooth, lack of social mechanism.Partâ…¤introduced some successful experience of the major western developed country's production safe supervision ,such as the laws and regulations, management systems and monitoring procedures, methods and techniques.These successful experience have eference value to China's local safety supervision .Partâ…¥from our local reality, and learn from the successful experience of western developed countries , show the proposed measures. Such as strengthening leadership, build the legal system, the organization and team-build ,strengthening of occupational health regulation, monitoring methods and innovative technologies, strengthen law enforcement, enhanced training and safety input, sound and rescue system, and improve supervision of the external environment, and other aspects of the local strengthen supervision of production safety measures and proposals.
