Study On Safe Production Supervision Of Local Governments

The production safety is very important, as it related to the safety of the life and property, the reform and opening up, and economic development and social stability. With the rapid economic development construction in China, the production safety problems have been increasingly prominent, which arousing people much concern in society. Thus the central government has made a series of policies and principles to strengthen the production safety. But the production safety supervision get weaker in the grass-roots. A lot of accidents in production safety have happened because of some local government shifting the responsibility of safety production, inadequate safety control system, and inadequate supervision. The strength of the production safety supervision in grassroots level will directly affects the production safety. Thus it is essential to pay much attention to the construction of grass-roots safety supervision.The article embarking from the existing problem in the safety supervision and management of Taian city, carefully analysing some information, has finally got a lot of first-hand information through deeply analysis of the existing problems. By comprehensively applying the security economic theory, the security political science theory, the system theory, and the security safety culture theory, analysing the present situation of safety production supervision, we have pointed out the local problems in the supervision of production safety in China. Then we try our best in seeking ways to solve the problems by deeply analysing the causes and the integrated theory. From the perspective of the government, this article has a deeply discussion about the above questions, which would be helpful for the government to make related policies because of the novelty, inventiveness and practicability.The article is divided into five chapters:Part1is the introduction.This part introduce the background information and the significance, the present situation of studies at home and abroad, and the background of my choice item, basic thoughts and methods of the thesis. Part2is the theoretical foundation.This part explains some important concepts including production safety, production safety supervision, the current supervision mode in China, and the relevant theories, such as Security theory of politics, Security economics theory, Systematic theory, Safety control theory, Safety culture theory and Security of public economics theory, which laying a theoretical basis for the following discussion.Part3is the analysis of basic condition and existing problems of safety production supervision of local government. This part takes Taian for an example to point out the existing problems in the current local production safety supervision.Part4combing with present situation of safe production in Taian city, point out the problems of local safety production supervision:safety regulators are not sound, system is not smooth, government interest-driven, inadequate safety regulations, safety culture lag and so on.Part5is the countermeasures of safety production supervision of local government. Considering the present situation of safety production supervision, this part propose to strengthen the supervision of production safety in changing the traditional concept of safety supervision, getting rid safety production supervision of local protectionism, rationalizing the responsibility of supervision, improving the regulatory regime, strengthening the quality training of production safety, and strengthening the construction of emergency rescue system.
