In recent years, China is confronted with not only the situation of water scarcity but also serious water pollution. These problems have hindered the development of our economy. In this case, the total water pollution control as an effective environmental policy was proposed. Although there are many researches on the distribution of water pollutants sprout, these distributions are still defective, which could affect the control process of water pollutants. This article introduced the concept of information entropy into the model in order to establish a distribution of total amount of water pollutants with fairness, efficiency and simple operation. At the same time, some comments and suggestions was proposed on the discussions of our emissions control policy.First, this paper introduced the development and the status of distribution of water pollutants and the emissions control policy. The relationship between control policy and total control was analyzed. Due to the balance evaluation characteristics, the consideration of objective differences of varied regions and factors of water pollutant emissions and with principles of fairness, efficiency, user-friendly, an index system was screened to determine the application of rules, technical line and calculation method of the allocation model, and finally gave the optimal Inter-load allocation. Then this distribution method was applied to the distribution of water pollutants in Tianjin. The Tianjin industrial COD discharge was chosen as an example to carry out the total allocation among districts and counties. The final distribution integrated that the priority regions contained Dongli District, Hangu District, Tanggu District, downtown of Tianjin, Ninghe and the secondary were Baodi District, Dagang District, West Tsing District, Jinghai County, North Star District, Wuqing; while Jixian and Jingnan were general. Allocation scheme could preferably provide a combination of the actual situation in each county, which meet the requirements of overall control.Finally, considering China's national conditions, we discussed the total pollutant emissions control policy, based on the engineering and technical measures, administrative measures, economic measures and other aspects, especially the principle of emissions trading system, emissions trading system and its function. Then we analyzed our existing institutional, legal and other issues that hinder conducting emissions trading system. Finally we put forward an integrated management measure combining of engineering, administrative and economic control, and gave some proposals in order to provide a reference of achieving total control objective.In short, the water pollutant allocation model based on information entropy provided a new idea on the distribution of total amount of water pollutants. This method could give consultants to improve the allocation of water pollutants technology and other pollutants allocations.
