JinZhou Bay's harbor construction concludes the programmed JinZhou Bay and HuLu dao Bay. Afterwards, the closest distance between the two bays is 2 km. The construction and long time working will certainly bring bad influences to hydrodynamic force, seawater and aquatic zoology in the semi-closed JinZhou Bay. The spill of oil is always irreversible, which will easily pollute and destroy the sea zoology, cause cumulative pollution effect, and badly threaten the sea zoology in JinZhou Bay.Considering the cumulative environmental effect in the process of environmental assessment can reflect the range and degree of the influences more objectively. It provides credible basis for making decision to prevent or alleviate bad influences, and it is the requirement of evaluating, managing and protecting the sea environment.This assessment demands appropriate method. Presently, the research on cumulative effect is at the preliminary stage, the assessemnt method is still not mature, and the sea area environment is relatively special, so it exist certain difficulty. The related research and practice are few; it requires studying the more practical measures.In this article, through the systematic study of the existing assessment method, it analyzes the advantages and disadvantages of the various methods as well as their scopes, induces and summarizes the assessment method, comes to choose the method that is mostly suitable to JinZhou Bay, investigates the cumulative effect under the influences of the crowded space in JinZhou Bay and HuLu dao Bay, analyzes the influences of port building on the whole environment, ecology and oil overflow in both the direct and indirect way, discusses the appropriate ways to analyze the cumulative effect on the bay posed by the current coastal projects under the condition of crowded space, and presents basis for the related policy making, marine environmental protection and the comprehensive improvement of coastal zone.The text evaluates sea water dynamical condition; water quality and oil overflow in the way of math model, at the same time estimates sea zoology by matrix and qualitative analysis. The result shows that two harbor's construction has relatively great impact on water dynamic condition in JinZhou Bay.While,the pollution of waste water of the two bays does not cause cumulative effect and it will not affect water quality and environment greatly.The multiple effects of simultaneous oil overflow in the two Bays may pollute and destroy the zoology.
