The law of Environmental Impact Assessment (EIA) was taken effect in September 1, 2003 in China. The law established the juristic station of Strategic Environmental Assessment (SEA), and it become more urgent to research Harbor Plan EIA (HPEIA). Researches of HPEIA and SEA are summarized in this dissertation. In the dissertation, basic theories, methods and procedures of HPEIA are presented. And then, an indicator system and a frame of HPEIA report are constructed. At last the theoretical investigations are applied to the practice of General Harbor Plan of Zhoushan.The basic theories of HPEIA include four sections: Sustainable Development, Ecology, Environmental Economics and Environmental Systems Engineering. The guiding function of these theories is presented. Then the methods and procedures of HPEIA are investigated, and the method system of assessing phases and some important methods are listed.Establishing an indicator system is important to the research of HPEIA. The system should be according to sustainable and equitable principle of Sustainable Development. The principles, composing, establishing processes and structure models of indictor system are set forth. The indicators types and hierarchy are analysed, and then a HPEIA indicator system is established. Furthermore, a frame of HPEIA report according to the theoretical researches is put forward in this dissertation.In the end, the theoretical researches are applied to the practice of General Harbor Plan of Zhoushan, and puts forward key issues of developing HPEIA in China. Firstly, HPEIA is an essential factor of harbor plan's establishing. It assists decision-maker in establishing plan, but is not mitigation measures after the event. Secondly, the target which is considered by HPEIA should be integrated and comprehensive. Thirdly, the indicator system is significant to HPEIA, and is also the basic of assessment. At last, public involvement should be through every important aspect of HPEIA.
