The level of the planning eia variety,involving industry is various,the current international and domestic haven't evaluation methods of planning eia has a regulation,however,atmospheric environmental impact assessment is an important direction of planning eia,there are many different kinds of economic development zone,emission of atmospheric pollutants,discharge node,more way diversification,as well as the uncertainty of planning scheme,therefore,economic development zone,atmospheric environmental impact assessment of planning work more complex and more representative.According to the characteristics of economic development zone,in this paper,the application of relevant theories and methods of environmental impact assessment,combining with the characteristics of the economic development zone of atmospheric pollutants and its environmental impact,and systematically discusses the economic development zone planning of atmospheric environmental impact assessment ideas,contents and methods,and then build the economic development zone,the technical framework of the atmospheric environmental impact assessment and course system.Combined with the provisions and requirements of technical guidelines for environmental impact assessment of planning in China,referring to current industry standards and standards at home and abroad as well as atmospheric environmental impact guidelines,the implementation of atmospheric environment impact of planning is more comprehensively analyzed according to the work requirements and working procedures of specific projects,and the atmospheric environment impact assessment content of planning is improved.The main contents of this paper include:1)general overview and planning analysis of expansion area.This paper describes the overall natural geographical and climatic conditions of the region through investigation,lists the general overview of the expansion area,scientifically establishes the development orientation of the industry,and puts forward the overall goal,related layout and land use planning,etc.It is worth mentioning that the environmental protection and low-carbon construction plan is specially proposed,in which the environmental protection plan implements the environmental air quality standard gb3095-2012,and the ultimate goal of the low-carbon construction plan is to reduce the carbon dioxide emissions per unit of GDP by 50%and enter the low-carbon city comprehensively.To achieve this goal,measures should be taken to strengthen the application of clean energy and increase the construction of ecological woodland.2)air pollution quality evaluation and forecast analysis of the extended area.By referring to the relevant information provided by the environmental protection bureau,the main sources of atmospheric pollution and the actual emission during the expansion period were determined,based on which follow-up investigation was carried out,and scientific and reasonable evaluation and prediction were conducted.In the construction stage of expansion area,the main pollution is waste gas,dust,and asphalt smoke during road construction.It is predicted that the dust and asphalt smoke have a great impact on the environment.Operation stage after expansion area,the main environmental impact factors for S02,N02 and PM 10,VOCs,this research adopts the single box model to forecast,after the superposition of background values and predicted values,it is concluded that the factors except the VOCs(contribution value is low,minimal impact)concentrations were accord with the environmental air quality standard(GB3095-2012)secondary standards,at the same time,sensitive to the surrounding are no big impact.In terms of total quantity control,the main control indicators of this project are S02 and NOX.The estimated emissions of both of them are within the suggested control indicators,which conform to the environmental protection principle of total quantity control.3)Evaluation and analysis of atmospheric risk in extended area.The environmental risk that the project may cause is the storage,transportation and use of hazardous chemicals,the breakdown and leakage of gas pipe network and the fire accident.These risks have great destructive power to the surrounding environment and have great impact on the surrounding environment.In view of this series of risks,measures can be taken:anti-seepage treatment for the warehouse,necessary safety inspection for transportation vehicles,regular inspection of gas pipe network,improvement of staff knowledge education and training.At the same time,an environmental risk emergency plan is established for possible risks.Under the precondition of prevention,various accidents that may occur in the planning and construction of the project are envisaged,and the preconceived plan of rescue activities is organized to minimize the consequences of risks.Including enterprise emergency measures,park emergency measures,emergency rescue and so on,to achieve maximum risk control.
