The Planning Environmental Impact Assessment is a kind of the Strategic EnvironmentalAssessment.It's aim is to prevent some incorrect macro-plannig from effecting theenvironment.The Planning Environmental Impact Assessment of MineralResources(PEIAMMR) means on the procedure of the stage of drawing up the planning ofmineral resources,analysis,prejugment and assessment of the environmental impact after theimplementation of the planning,and make a suggestion of the countermeasure and themeasure in order to prevent and lighten the bad environmental impact.The aim of theassessment is to lay stress on the envrionmental impact,to control the pollution,and toprotect the natural environment from the foundation,the overall situation and from thefountainhead of the development.The article puts forward the classification of the components of environmental impact ofthe mineral resources planning.Then analyses the present situation of no environmentalimpact assessment in operation of mineral resources planning.And then chooses the mineralresources planning of the Shanbeiyushenfu national planning mineral area and theYunnan"Three River"area as study cases.According to the main line of the components ofenvironmental impact of the mineral resources planning,the article systematically analysesthe environmental impact of mineral resources exploitation,and expores the indexicalsystem and the methods of the PEIAMMR,and puts forward the policy-based quantizedindex of the planning environmental impact of mineral resources.The article draw conclusion as following:1)The mineral resources planning must limit theexploitation of mine in a dynamic environmental balance which is suitable for humanexistence.2)The problem of the environmental harm or the potential environmentalharm,from the Yushenfu national planning mineral area and the Yunnan"ThreeRiver"area,restricts the unity and coordination development about resources benifit andenvironment,economic benifit and social benifit in some degree.3)The environmentalimpact of mineral exploitation is synthetic,at the same time,the the reaction against theexploitative action by the environmental system is synthetic.4)The establishment ofindexical system and methods are requirements for the PEIAMMR.5)The policy-basedquantized index is the foundament of estabalishing the system of the PEIAMMR.This article's advances:It puts forward the classification of environment of the mineralresources planning,i.e.to classify in accordance with the scope and the components of themineral exploitation.It is of the opinion that the impacts of mineral exploitation are the localenvironment destroy,the regional environment quality falling,not the level of effecting theglobal environment,but has accumultative impact to the global environment.It puts forwardthree-leveled assessment index system of the PEIAMMR.The first level is the sixcomponents of environment,which are the natural geographical environment,the landformsenvironment,the atmospheric environment,the water environment,the ecologicalenvironment,and the social economical environment.The second level is the sub-level of thesix components of environment.The third level is the specific targets of the sub-level of thesix components of environmen.It puts forward the applicable methods for thePEIAMMR,which are called the method of environment cost-benefit,the method ofGIS-based,and the method of sustailable development ability-based.It puts forward the thepolicy-based quantized index of the sub-level of the six components of environment.
