Therefore, how to carried on the harbor planning environmental impact assessment becomes the problem which had to be solved.The article,on the basis of analyzing domestic and foreign environmental impact assessment course and the necessity of the harbor planning environmental impact assessment,uses the method which unite the theoretical research and validation of example to complete the paper achievement . The paper elaborated the vital significance of the harbor planning environmental impact assessment, researched on the theory base,the assessment method and the working program,established the technical route,the index system,the assessment method and the implementation detail for the harbor planning environmental impact assessment,and the research result will be applied in the practice of environmental impact assessment on"Harbor Overall Planning of laizhou".The results of the paper includes:(1) Summarized different assessment methods used in different planning environmental impact assessment processes;(2) Established processes used for port planning environmental impact assessment, which includes three stages, as project framing, excution, and summary; (3) Brought out 33 assessment indicators system in natural Environment Goals, Resources and eco-environmental objectives, and Socio-economic goals.
