With the development of reform and opening-up of our country, the life level has improved a lot. High-density fiberboard was widely used and it has a board prospect. Jilin Yanbian Forestry Group investigate and evaluate the resource, market and technical equipment inside and outside the province and neighborhood, combining the original industrial structure layout. At last Wangqing county was as the productive place, which has well-economic benefit, broad market, mature technology and good resource. To reform the original Yanbian Forestry Group Wangqing Company and Baihe Forestry Subsidiary Company manage it. Expanding a production line of 1 million high-density fiberboard production line, together with the original 0.5million production line. After expansion, the total productive ability is 1.5 million.According to the analysis of this program, the possible environmental problems resulted from this program include the following ones: effect of life sewage against surface water; burning woody scarp, boiler smoke, unorganized pollution air against fresh air; noise equipment against voice environment; all kinds of rubbish substances against the surroundings; lost forest resource against the environment; also fire and exposure caused by dust of the original enterprise. Due to the program characteristics, and the characteristics of the location, based on the above analysis, the surface water judge, air condition, guarantee judge and pollution protection, all of these are important tasks. Through the research, we just wonder if it suits the whole location development plan, if it suits national policy and environmental function rules, if it suits relative request of environmental protection.Through the forecast and analysis,the project establish a high-density fiberboard to clear waste water, such as boiler draining water, equipment cooling water withdrawal is 39.5 t/d. So the density of pollutant emissions is low and suggesting recycle the waste water. The rest waste water, that is sanitary sewage is 12.8t/d,the density of waste water is CODcr:300mg/L,BOD5:120mg/L,SS:150mg/l . After processing of self-established processing station, density of pollutant meets the demands of GB8978-1996 Waste Water Discharge Standard, discharge the Wangqing River into Gaga River, which has a lower effect on surface water. Production workshop discharge a few of wood chip hot grinding squeezes out the waste water and adjusting rubber equipment flushing waste water during the process of hot-grinding process, which were sent to the boiled room. Now the middle-density fiberboard factory discharges cool draining water for the boiled and equipment. The density of pollutant is low. We discharge them into Wangqing River. Environment appraisal suggests that to neutralize, cool and precipitate the waste water and making it into production.The project has organized emissions waste gas installment, which is water material boiler of heat center and 2t/h waster material stove of heating time. In the heat energy center the lignin waste material of annual burns is 13000t/a and annual coal burning is 20000t/a.Calorific capacity is 8 billion hot oil stove, 2t/h steam boiler whose necessary install Wet desulphurization dust remover. Standard hazes were discharged by 45-meter chimney. Heating boiler is burned waster material stove, annual lignin waster is about 4000t/a, through which the air pollutant is TSP, suggesting to use cloth sack dust remover. After that 39-meter chimney is used for discharge. Kinds of total pollutant are dust 45.68t/a, SO2 128t/a. Hot press machine of this project will discharge several unorganized formaldehyde gas. After collection of gathering of gas installment, discharging it through 25m high chimney. Annual discharge is 3.78t/a.Besides company discharge standard formaldehydes which come from middle-density production workshop's hot process machine, rubber workshop. Annual withdrawal is 2.08t/a. sander productive procedure in the middle-density production workshop will produce a little of dust, annual number is 34.02t/a, which were collected and sent to warehouse.The main noise source of the project comes from the boiler drum, suction fan, cutting machine, hot mill, etc,the use of Sound-insulated, adds the antimatters and workers to wear ear protectors and other measures, factory noise standards, adds is all around spacious, make small effect on the sound environmental.This project produces the waste residue one kind the lignin waste, one kind is the boiler wood ash and the slag. In addition, has the dirt water station to do the sludge and the staff lives trash. The project adapts to the solid waste processes/the handling measure reasonably, cannot produce two pollution, and is small influence to the environment.In summary, The project of the Wangqing County conforms to overall development plan, conforms to the country industrial policy and the environment function regionalization request, constructing around the factory site have non-environment sensitivity, the selected location is reasonable, If can carry out each government measure positively, and pays attention to the environmental protection equipment the overhaul and the maintenance in each government measure normal operation, considering from the environmental protection angle that, this project is feasible.After appraisal and analysis project environmental effect, in order to guarantee each kind of pollution government measure normal operation,to stop accident discharges. According to the characteristic of this project pollutant, we can put forward the related rational proposal to the project production and pollutant processing.
