Primary Probe Of MSW Minimization Management & The Involvement Of NGO

As the development of modernize industry and the growth of population,both the quantity of MSW(Municipal Solid Waste) human generated and the difficulty of waste treatment increased,which are causing much burden to the environment and local government.Simple End-of Pipe pollution control method could no longer meet the requirement of sustainable development.Economic policies such as pay-as-you-throw which may internalize the external diseconomics of waste problem are wildly applied in MSWM especially in those developed countries.This study analyzed the types of these policies and their characters according to different object. Government should and could take the leading role in sustainable waste management. Generally,developed countries prefer to concentrate waste management in one department in order to improve efficiency which is much different from China.In addition,the difference between China and other developed countries in the mechanism of recycling are as follows:participants,finance and operating cost. China's recycle action mainly depends on economic interests and there are still many social & environmental problems.Developing country Brazil's successful experience of absorbing scavengers as a rational part of waste management should merit our attention.This study also analyzed the situation of Xiamen's waste management. Since public involvement is rather important for waste management.This study set up a pilot NGO program of plastic bag reduction and recycling in XMU.It has been found that to some degree,NGO can serve as supplement to government,also NGO help widening the channel and depth for public to get involved in solid waste management,etc.As Chinese government especially the central government is paying more and more attention to environmental protection,building up sound interaction between NGO and government is a win-win solution for China.Source separation recycling can't reach in one step,right crop for right land and take one small step each time is helpful toward sustainable waste management.
