A Research On Public Participation In Environmental Management Of China

In recent years, the frequent happened events of the environmental pollution, environment degradation and the threats of public heath in China has increasingly arisen the public great concerns. With increasingly serious environmental pollution and deteriorating ecological environment, China has actively taken measures and strategies to coordinate the sustainable development of the society, economy and the environment so as to protect the basic environmental rights and heath of people. However, the situation keeps worse. Hence, as an important driving force of the environmental protection, the theory and practice in the public participation in environmental management provides a newly thinking and direction for resolving environmental challenges in China.The author of the paper made a systematic review and analysis of the theories in the public participation in environmental management, analyzed both the currentt situation of the public participation in environmental management in the developed countries and the background, status quo, existed problems of the public participation in environmental management in China, proposing that the foundamental basis of the public participation in environmental management comprise institutional, social, cultural and economic aspects. Finally, the author put forward the measures and recommendations in public participation and community-based public participation mechanism by making a comparison study of characteristics, approaches and contents between urban and rural communities based on the two successful public participation case studies in Gansu province.
