The Research On The Responsibility Of The Government For Chinese Public Security Incidents

Under the Unpredictable changes of the international situation and the background of the deeping reforms, the frequent public safety accidents have became the inevitable huge challenges during social management. On September 20^th. 2008,the fire accident occurred on Dance King club in Shenzhen, On September 8^th. 2008, the dam-break accident happed on xiangfen Shanxi, Sanlu milk powder incident, China's exports to Japan "dumplings poisoning incident," and so on, which indicate China has entered a special time when the public safety accidents occurred frequently, all kinds of security incidents is not only a direct threat to people's lives and property, which has also affected the progress of social development, while China's international status, affect the international image. The Government as a public service providers and managers of public affairs, which play the main role on public security incident handling ,However, the Chinese Government in dealing with these crises when the public safety performance management capacity is still relatively weak, to be further improved.Research on the responsibilities for the management of the Government's public safety, it is helpful to s clear the contents and scope of responsibilities ,it is helpful to the government to take specific measures and improve the management capacity of public safety, hence it improves the public security system and promote the improvement of the government system reform .In this paper, it defines the concept of public safety incidents at firstly and elaborate theoretical basis for the theory support on the building and improvement of responsibility of the Government Secondly, through the investigate on"9.8" xiangfen tailings accident, it analysis deeply the issue and reason for Government deals with public safety incidents. Later, it analysis the effective measurement when Western countries copes with public safety accidents, which has provided valuable experience for the Chinese Government. Finally, according to earlier research, for public safety in our country to deal with emerging issues in the accident, the paper issue the policy proposal on the establishment of prediction mechanism, the establishment of cooperation mechanisms, administrative accountability system.
