Based on the construction of Green Jiangsu and the current situation of Jiangsu coastal shelterbelt, and with using as a reference the past research results, the paper makes a comparatively comprehensive study on the eco-compensation of Jiangsu coastal shelterbelt. The purpose of this study is to explore the theory, approach and application of Jiangsu coastal shelterbelt eco-compensation. The thesis adopts a method combining a normative study with a positive one, puts forward a basic framework of Jiangsu coastal shelterbelt eco-compensation and presents some policy suggestions. The main achievements of this dissertation are as follows:(1) The average cultivation cost of Jiangsu coastal shelterbelt is 625.21 yuan/(hm2·a). The opportunity cost of the shelterbelt is 8232 yuan/(hm2·a). The ecological service value of the shelterbelt is 41800 yuan/(hm2·a).(2) The paper puts forward three bases of the Jiangsu costal shelterbelt eco-compensation criteria: the cost, opportunity cost and the ecological service value of the shelterbelt.(3) The dissertation clarifies the subject, object and way of Jiangsu coastal shelterbelt eco-compensation and sets up a basic framework of Jiangsu coastal shelterbelt eco-compensation for the first time.(4) The thesis briefly discusses the policy proposals of completing the eco-compensation mechanism: to strengthen the research of eco-compensation, to perfect the current laws and regulations, to widen the resources of the compensation fund, to set up a mechanism of fund management and supervision, and to build a accountability system of eco-compensation, which are the guarantees of stability implementing the eco-compensation of the shelterbelt in the long run.
