In recent years, the incidence of mine severe accidents has been increasing continually, which seriously does harm to people's safety and make great economic loss. It has restricted our country mine enterprise's sustainable development seriously and has had the bad social impact simultaneously. Therefore mine safety informationization management has become key emphasis of all levels of control section in work. The spatial distribution of mine dangerous source, harm scope of accident and the accident emergency recovery route all have the obvious geography space characteristic. Therefore we can display the superiority to spatial data of GIS fully in some aspect for example gather, memory, management, operation, analysis, demonstration and description and so on. It has the vital practical significance to development mine safety management system which integrates the GIS technology, the data bank technology and the mathematical model in a body.This research first analyzed the massive mine accident type and the consequence, unified the production, the peripheral environment and the hydrogeological conditions of the non-coal mine, I have distinguished the mine dangerous source. I have referred to the newest profession standard, have divided these harm factor appraisal unit, and have established a set safety evaluation system to suit the majority non-coal mine application. According to each unit characteristic, I chose the fuzzy level law, the grey system theory, the set pair analysis theory to appraisal and forecast the mine safe condition.In order to have a more intelligent, accurate arid safety appraisal, forecast and the emergency policy-making for the non-coal mine, this research designed and developed the safety appraisal, the forecast and the emergency policy-making computer servosystem of non-coal mine, and selected the C# language and ArcEnging to develop.The system can use three different assessment methods to appraise and forecast the non-coal mine safety, and mark the safety evaluation result on the map with the different color. It can provide the direct-viewing mine safety present situation chart for the department responsible for the work. When the mine accident occurs, we can unify mine shaft personnel information, mine pit information, equipment information and so on in the database saves, use mathematics forecast model and make the early warning plan. We can also use the GIS spatial analysis function to locate the place of the accident, the accident area of influence, the mine shaft pre-transfer equipment and personnel's best shift route in advance. We can use the emergency rescue module to demarcate the accident occurs place and the place which people are stranded in the mine shaft fast on the map. We can also use the algorithm of Dijkstra to produce the best escape route for people in the mine the mine and the best rescue route for rescue person.When the system was developed completely, I used three kind of different safety evaluation and forecast technique to apply in non-coal mine safety evaluating indicator system, the effect was very good and it achieved the project objective. And I have simulated process of the implementation emergency decision-making when the mine disaster occurs, it can produce the rescue road map rapidly, clear and direct-viewing, the system may apply generally in each non-coal mine, it can provide effective support for its safety control work.
