With rapid economic development, the standard of people's living is improving more; and then people put forward higher requirements for safety. Although the current situation of coal mine safety and production tends to get better, fatal accidents are always occurring, production safety situations are still more critical. The reason is that our country's main coal has been caused by a low level of enterprise security management and lack of funds. The value engineering as a goalkeeper management technology combined with cost-effective way to solve the above problem is undoubtedly a powerful tool.In this paper, on the basis of the value engineer analysis, combined with its own characteristics as well as coal mine safety industries previous research results, we study the application of theory and case in the value of security engineering and its investment decisions in the field of mine safety. First, application of value engineering review of domestic and foreign history and current situation and development trends, combined with the market economy system in China coal mine production characteristics, the main problems and the major coal mine disasters, in practice, made application in the field of coal mine safety engineering is significance and urgency; followed detailed description of the mine safety value engineering theory, summed up the meaning of the security value engineering, content, implementation of the idea and the concrete steps and measures. We put the theory into the optimal selection of coal mine safety technology and safety equipment Select optimization, and it provides a basis for guiding the input for safety Fund. What's more, we introduced a gray model. We built a value engineering of security based on security fund using forecasts, distribution model.
