Study On Judgement Method Of Grading The Fire Hazard Of Public Buildings

Fire hazard is a concept of stating fire danger in fire control work for many years. It is the most commonly used term in the work of fire service, and is also the most frequently used concept in fire control theory and practice. The laws and regulations of our country have only made the qualitative regulation to the fire hazard. But in actual operation, fire control supervises enforcers often make judgement relying on experience in the course of enforcing the law which has big random and uncertainty. How to express the qualitative description of fire hazard and people's subjective judgement in form of magtitude, has already become the urgent problem to be solved of superintendent office of fire service.This paper starts with analyzing our country's present fire form. At first it explains the meaning and basic content of this paper, introduces the current research situation of the appraisal of risk of domestic and international fire briefly and explains the form of expression of the fire hazard. Then by analyzing the fire case in recent years, the paper has obtained the reason why the fire hazard exists.To the characteristic of the fire of public buildings, the paper has set up the index system of multi-level hierarchical appraisal of hidden danger of public buildings fire by consulting fire prevention designing specification and listening to relevant expert opinions. The weight of every index is confirmed after adopting AHP that combined qualitative with quantitative together, which make assignment of weight scientic and reasonable, and reflect importance of every factor to public buildings fire hazard .The paper applys grade public buildings fire hazard studied comprehensive appraisal method to The Chinese people Armed Police Force institute and obtains the grade of hidden danger of fire of this teaching building. The embodiment indicates, the method has strong effectiveness and better result. The research results can also be used for strengthening the work of supervision of security against fire of the building and management, and it can offer some scientific basis to the rectifying and improving of fire hazard too.
