Civilized social and economic development can not be separated from traffic engineering construction, construction and operating of the transportation make the varying degrees of direct or indirect impacts on the ecological environment along the project. Regardless of the present even in the foreseeable future, railways are the backbone of an integrated transport network; therefore, in order to reduce and eliminate the negative role of railway construction, to achieve sustainable development, we must fully understand the traffic caused by the construction of the ecological impact, make corresponding measures and countermeasures.Ecological environment impact assessment is a comprehensive analysis both the ecological environment of development and construction activities, as well as characteristics of the interaction between the processes. That research and development projects on the ecological environment affect the nature, extent and impact on the ecological environment and the sensitivity of the response to determine what measures to protect the ecology and environment.Some scholars from the current research situation, most of them are the qualitative evaluation of the ecological impact, less is the quantitative evaluation. In this paper, construction projects in reference to the ecological environment impact assessment at home and abroad, study on the characteristics of the ecological environment, have a detailed analysis of railway construction in its various phases and the relationship between the ecological environments, identify the possible negative impact on the ecological environment and the cause. At the same time it research the impact of the ecological environment to formulate comprehensive evaluation index system principles and establish reasonable evaluation index, which is focused on the ecological impact assessment can be quantified, and it's operability and comparability are both strong a way. The study summarized on the basis of the evaluation of railway construction of the ecological environment impact evaluation index system, or non-biological factors and biological factors, while applying principles of systems engineering, through AHP, identify indicators for the evaluation of the railway construction projects ecological impact of the fuzzy mathematics as a tool, Reference fuzzy control theory to build two comprehensive evaluation of the mathematical model railway construction projects ecological environment for the conduct of a comprehensive qualitative and quantitative evaluation. Meanwhile, taking the example of the second lane of the Qinghai-Tibet railway line construction project, verifying its ecological impact data, railway construction projects at evaluation of the ecological environment as a targeted give specific measures for improving and avoid risk, enhance accurate evaluation, as well as, it can provide a scientific basis and impact of the railway project for the supervision of the management department of the new the ecological, so it have some practical significances in Reality.
