Under the promotion of the China State Administration of Work Safety, All walks of life are carrying out the safety standardization program actively. For the continual effective conduction, the evaluation of the safety standardization process is needed, which is to examine the process comprehensively, to make sure the objective is achieved and every department do work effectively and the process satisfies the standard. Target-oriented measures are then made to promote the completion of aim and make the management more scientific and standardized through the auditing . Additionally, the evaluation can promote continual conduction of safety standardization work, ensure the quality and effective of the work, achieve classification management and classification of guidance, to improve the level of safety management of enterprises and realize essential safety。This paper introduces the conduction of Safety standardization in our country, and analyzes problems in the safety standardization evaluation. With this basis, the objective management theory is drawned, Based on this theory, this paper proposes design ideas of safety standardization evaluation system and establishes safety standardization Evaluation system in metal and nonmetal opencast mines. The system can serve as a reference for self-improvement of enterprise safety standardization and the auditing work of national institutions, and promote continuous improvement of safety standardization work , improve safety management level and realize safe production of enterprises ultimately.The system of safety standardization assessment system is divided into three parts: (1)Safety Standardization Evaluation score table. The safety standardization evaluation objectives derive from the 14 elements of Standardized Specification of work safety for metal and nonmetal opencast mines. The 14 elements are decomposed and re-formed into the Objective system of safety standardization evaluation, which is then divided into three dimensions: planning, implementation, and improvement. The weight of each dimension is distributed. In this way, the safety standardization evaluation score table is formulated. (2) The details of safety standardization objective system. We illustrate the content of each evaluation target and divide it according to the three dimensions. Auditing staffs can rate scores by comparing with the Evaluation Rules. (3) Safety standardization Evaluation responsibility system. It describes the basic framework of Mine production unit, analyzes the duties of safety production unit and functional department, and assigns the objectives of Safety Standardization to each of the leadership, staff in various departments and other units. Safety Standardization Evaluation responsibilities allocation Table is made and then the responsibility system is formulated.The design ideas of safety standardization Evaluation system in this paper play a significant role in other safety management system evaluation...
