Exploitation of mineral resources is the fundamental industry for developing economy and society. With the increasing mining intensity, safety and security accidents rise. Open-pit Mining as an important resource exploitation method, has a significant impact on mine's benefit, workers' safety and social stability. Establishment of safety standardization system is the safety foundation of non-coal open pit mine, but it is still under research and practice. Meanwhile, the theoretical framework fall behind western countries. Hence, theoretical and modal research on safety standardization system of non-coal open pit mine, together with its evaluation system is urgent for Chinese researchers.Based on the features of safe non-coal open pit mine production and risk management, this thesis analysis its main dangers and harmful factors, then, research on its safety standardization system, and, summarize its establishment principle, basic theories and process and implement procedures. In the safety standardization establishment evaluation system of non-coal opencast pit, based on employ AHP and extension theory build a Multi-level extension evaluation model. Then we engage a case study in Chongqing Mengte open pit mine and obtain an ideal result by MATLAB calculation. The main achievements of our work are summarized as follow.(1) Analyzed the main harmful factors and risk management process of non-coal open pit mine's safety standardization system by its operational features and danger identification method process.(2) In conjunction with the core requirements of non-coal open pit mine safety standardization system, improve the non-coal open pit mine safety standardization concept and construction. proposing the principle of non-coal open pit mine safety standardization system construction, the basic principle, the construction process to determine the non relationships between elements of the open-air coal mine safety standardization system.(3) Builded a systematic safety standardization evaluation system by its core content and its design principle. Then we use AHP to generate the weight of every indicator. At last, we use extension theory to evaluate the safety standardization system and gain the result by MATLAB.(4) Applyed the theory to a case study in Chongqing Mengtelu pit. The result shows the pit is evaluated as a Level-2, and its accuracy proves that our theoretical framework has practical feasibility.
