The problem of water environment security is one of bottleneck factors that influence sustainable development of economic and society of Guangzhou. Therefore, there is no doubt that the reaserch on surface water environment security has played important actual significance. After the concept and connotation of water environmental security discussed based on the analysis on the situation of surface water environment in Guangzhou and the problems existed, surface water environment security in Guangzhou was assessed from the aspects of non-sudden and sudden in order to acquaint the problem of water environment security of Guangzhou comprehensively.The index system of surface water environment security was built on the basis of matter-element extension model and surface water environment security of Guangzhou was assessed. The result showed that the level of surface water environment security are safe, less safe, less safe, criticality safety, criticality safety, not safe and criticality safety respectly.Considering the uncertain factors result in sudden urban water environment accident and use the correlative index system of disaster risk for reference, urban sudden index system of surface water environmental risk was established preliminary. With theory and method of fuzzy comprehensive evaluation, sudden surface water environmental risk of Guangzhou was assessed. The result indicated that the level of risk was medium risk, so we must control it. According to the results, some measures and suggestions were put forward to ensure surface water environment obtain sustainable and healthy development in Guangzhou from five aspects to ensure the healthy sustainable development of surface water environment in Guangzhou, including management, economic, technical, legal and publicity and education.
