A Study On Small Town Environment Planning Theory And Application

China small town developed rapidly in resent year. It is urbanization requirement to implement small town development strategy and the strategy also can improve rural economy and rural residents ' life quality. But there are severe environment problems in small town construction. Small town environment quality has impact on rural residents ' life quality and small town development. Small town environment planning'aim is to realize society, economy and environment protection to harmonious development.Based on study about small town environment planning discipline theory, we study the small town environment planning and take a small town as example. The article has five parts. The part one introduces domestic and foreign research about small town environment planning, research method and content. Part two discusses small town environment planning research theory. Part three small discusses small town environment planning research method and content. Part four takes Kaifeng Xinghuaying small town as example to research. Part five is conclusion and suggestions to small town environment planning.The article has four conclusions: (1) Small town environment planning must consider the own characteristics and then can make optimal environment protection program. (2) Small town environment planning research target is not only environment system but also society organization and management method. (3) Small town environment planning has two aspects. One is that small town environment planning is a macro-plan in rural, one is that it can guide small town construction implement. (4) Before small town environment planning, we must know three things. The first thing is that we must know environment damage extent, environmental carrying capacity and pollution reason. The second thing is that we must plan small town environment planning based on industrial structure adjustment and spatial distribution adjustment. The plan must improve society, economy and habitation quality. The third thing is that we determine environment planning target and program based on small town economy, society, ecological, policy and management situations.
