The quantity of refuse (MSW) in small towns is increasing dramatically in the recent years due to rapid urbanization in China. A perfect establishment of planning and management system for refuse in small towns is considered to be a prerequisite for the abatement of environmental pollution caused by the refuse. However, the planning and management systems for refuse in the small towns in China have not well established and their characteristics have not studied in depth. In this paper, characteristics of small towns environmental sanitation planning were explored and the integrated environmental sanitation planning approach for the small towns in was created with respect to the regional level.Firstly, the-state-of-the-art refuse collection and treatment systems of refuse for the small towns were summarized and analysed systematically nationwide and the cost modeling for refuse collection and transportation within a single town and in regional level with several towns were established respectively. Factors of cost such as population density, township first place ratio, towns scale, towns density were analyzed. Secondly, all the small towns across China were sorted according to the feasibility to execute integrated sanitation planning in regional level. Moreover, fund-balance analysis method was established based on environmental economics, game theory, environmental ethnics. Finally, refuse collection and transportation planning of Shimeiwan, Wanning city, HainanProvince was studied as a case.
