The Study On The Water Environmental Function Regionalization And Capacity For Zaozhuang City

Water environmental function regionalization is a basic work of water environmental protection.Water environmental function region is the foundation stone of multi-level management and the responsibility of environmental management target.It is also the basic element of scientific confirming and actualizing the total emission control of water pollutants.The water quality evaluation which according to environment quality standard of surface water is based on water environmental function region.It is needed to adjust the surface water function region for satisfying the demand of East Route of South-to-North Water Diversion Project.There were 20 water environmental function regions in 2002.Based on the certain postulate,principal and method,environmental function regions were adjusted and combined. And now,it has 16 water environmental function regions in Zaozhuang.From the water environmental capacity calculation,the pollution source-the water environmental quality response relationship which according to the status quo of water environmental evaluation and the water quality objectives was established, through the Correspondence of pollution sources on land and in water as well as the survey in classes of water pollutants discharge. Compared the three calculation models of the water environmental capacity,the more logical model was chosen.In condition of driest month and dry season,environmental capacity of pollutants in water environmental function region was ensured which provided scientific basis for the quantitative management and technical platform.Based on the surface water environment functional capacity calculation in Zaozhuang,various water environment functional capacity was allowed.The results indicated that the existing water environment function region should be adjusted for East Route of South-to-North Water Diversion Project.Because of the higher aim of water quality and the smaller aim of water environmental capability,we need to strengthen the total quantity control of NH4+-N,COD for adapting to the city development.And then,the environmental management and decision-making will be more scientific and reasonable.It also has important practical value and directive significance to study the sustainable development of water environment in Zaozhuang.
