Today, a lot of Non-governmental Organizations (NGOs) play an active part in environmental governance of Greater Mekong Subregion (GMS) and have many important impacts. This paper focuses NGOs' impacts in environmental governance in GMS from the perspective of international relations. And the purpose of this paper is to know the NGOs' focus of attention, model and characteristic of their actions and offer some valuable NGOs background information. NGOs'participation in environmental governance of GMS has three impacts. First is to strengthen the people's awareness of environmental protection and asserts the rights of environmental vulnerable groups. Second is to raise the environmental awareness of enterprises in GMS, but sometimes it will set back the investment projects. Third is to fill the gap in environmental governance between the governments and promote the government to build the environmental security system, but it also gives the pressure to governments on environmental protection so that it will have some negative influences to economic development. Because environmental cooperation is the main form of environmental governance and the key element of environmental governance mechanism, the impacts of NGOs'participation in environmental governance cannot be ignored. These impacts are reflected on three points. First of all, it strengthens the governments'environmental awareness in environmental cooperation, and promotes the governments in GMS to resolve "The Tragedy of the Unmanaged Commons". Second, it provides a large number of information to the mechanism of environmental cooperation, puts the pressure on negotiation process of environmental protection and supervises the environmental cooperation. At last, it puts the pressures on governments' environmental diplomacy. It will launch a great influence on international relations of GMS and the development of regional integration. Therefore, it's very important for Chinese government to deal its relations with NGOs.
