With the increasing expansion of city scale, city population, city garbage pollution which the community bring become a serious problem of the environment with the fact that many city is facing the dilemma of "junk besieged city". Even if the government is vigorously promoting the source classification of household waste to try to alleviate the plight of garbage siege, city garbage treatment is also facing many realistic difficulties which are mainly concentrated in the governance level because of system reason. The overall arrangement of single center management model is lack of public participation and administrative supervision which caused the social governance "absence" and the lack of enthusiasm.Environmental NGOs participating in and promoting the city garbage classification break the government-governance model, bring government, residents, neighborhood committees, property management, industry, enterprises and other strength of the parties together.In this paper, in the perspective of the collaborative governance theory, taking Shanghai Aifen environmental organization as an example, I analyze the relationship between environmental NGOs and government, residents, residents’ committee and other parties, in the provision of city garbage classification service and environmental NGOs how to obtain resources such as legitimacy, funds for their survival and development in the process of interaction. In access to the external funds and legitimacy, how would environmental NGOs take advantage of their own professional skills to break the original hierarchical governance model and then play its own role in the field of city garbage classification? However, the environment where environmental NGOs live is still not optimistic, such as the shortage problem of legitimacy,sources of funds shortage, lack of human resources. So the government and the environmental NGOs itself should make efforts to crack the dilemma of development.
