Research On The Problems And Countermeasures Of NGOs' Participation In Environmental Governance Under The Background Of "Internet +"

After entering the 21 st century,the frequent occurrence of air pollution,water pollution and other environmental problems in China,which has promoted the central government to begin to pay attention to the ecological civilization contribution,in 2012,the 18 th National Congress of the Communist Party of China(CPC)has written "ecological progress" into the Party constitution,in May 2015,“the State Council issued the Opinions on Accelerating The Construction of Ecological Civilization”,In July of the same year,“the Political Bureau of the CPC Central Committee” adopted the Overall Plan for the Reform of the System for Ecological Civilization,and in November 2016,“the State Council issued and implemented the13 th Five-Year Plan for Ecological and Environmental Protection”.In this context,environmental non-governmental organizations(NGOs)have gradually entered the vision of ordinary people and played an important role in the cause of environmental governance.At the same time,with the rapid development of China's digital new media technology,and the rapid expansion of Internet coverage,the popularity of Internet mobile terminals and smart wearable devices has provided a new platform for NGOs to carry out various activities,and NGO's ability to use the “Internet plus” has also been constantly improved.With the help of Internet technology,a new approach has emerged for environmental NGOs to participate in environmental governance.How environmental NGOs can take advantage of the Internet platform and strengthen their participation in environmental governance with the help of Internet technology has become a topic worth studying.Based on this background,this paper summarizes and summarizes the research status of environmental NGO's participation in environmental governance in the context of "Internet plus",taking the typical Internet environment NGOs as an example,the paper analyzes the impact of Internet technology on NGO's participation in environmental governance,including the positive effects of "Internet plus",and the new problems and causes associated with “internet plus”.First,by analyzing typical cases,we explore the positive impact of "Internet plus" on environmental NGOs:Environmental NGOs use the Internet platform to obtain stronger fund-raising ability;Environmental NGOs and ordinary people's participation in environmental governance has been innovated;The public's ability to supervise NGOs has beenimproved;Rapid popularization of environmental protection concept.Secondly,the new problems and causes of the advent of Internet plus are expounded:Compared with other industries,environmental NGOs have no competitive advantage in the same position,so it is difficult to leave environmental protection professionals and internet professionals;Under the influence of policy guidance and supervision mechanism,the interests of the government and environmental NGOs are different,so it is difficult to trust each other;The possible additional conditions of fund providers affect the neutrality of environmental NGOs;The public opinion monitoring of environmental protection events is not systematic,which may enlarge the problem.In view of these circumstances,combined with the current social situation in China,the following countermeasures are put forward for NGOs participation in environmental governance under the background of "Internet plus" :Improve the mechanism of talent introduction and training;Strengthen supervision and enhance mutual trust between NGOs and government;Enhance fund-raising ability and strengthen interaction;We will promote the response mechanism of network public opinion to network environmental problems.
