Assessment Of Regional Environmental Policy Based On The Analysis Of Ecological Security

Eco-environment problems have been one of the biggest challenges to humankind in the process of modernization. Efforts have also been continually made by people in order to solve the eco-environment problems. "Environmental Policy", which consists of a wide range of institutional arrangements and practical instruments, is a very important part of the efforts.Taking Yulin, Shaanxi Province, as a case, this thesis is attempting to examine the effects and performances of regional environmental policy based on the analysis of ecological security. Firstly, the practiced environmental policies since the period of "the seventh Five-Year Plan" in the case region are systematically summarized and explained. Secondly, an assessment model of regional ecological security is set up and optimized. And then, through demonstrating the empirical results of Yulin, the performance of regional environmental policies in different phrases and sub-areas is assessed, and the relevant mechanisms are analyzed. After that, the development tendencies of the ecological security in the case region are analyzed. Lastly, the probable measures that should be taken for promoting regional sustainable development are put forward on the basis of the assessment results. Through the survey and analyses, the main findings of this research are as follows:(1) The dynamics of the ecological security in Yulin have shown two aspects: The good aspect is that the regional ecological security is improving step by step by practicing a series of environmental polices and others efforts: during the period of "the seventh Five-Year Plan" and "the eighth Five-Year Plan" , the ESI of Yulin is graded III which is unsafe;During the period of "the ninth Five-Year Plan" and "the tenth Five-Year Plan", the ESI are both graded II which is slightly unsafe. The bad aspect isthat the ecological security in the case region is still unsafe, which is indicated by the fact that the environmental state during the period of "the tenth Five-Year Plan" is a little worse than "the ninth Five-Year Plan". Here we can conclude that though environmental policy has achieved tangible results, we still have a lot to do.(2) Stress on the eco-envrionment from human social and economic developemnt in the case regional is aggravating, shown by three increasing numbers of 1.932, 1.988 and 2.044 in three temporal stages;However, the state of ecological environment and its response to social and economic development are improving and strengthening in this three stage, indicated by the relevant index numbers of 0.931,0.969,0.990 and 0.308,1.788,1.980. We may conclude that the practiced environmental policies have played a certain part in this process.(3) The sub-areas in Yulin region can be classified into three groups according to the dynamics of their ecological securities in this three stage: group A, including Hengshan and Suide, whose ESI increases progressively with the time;group B, including Yulin, Shenmu and Fugu, whose ESI decreases progressively with the time;group C, including Jiaxian, Dingbian, Jingbian, Mizhi, Wubao, Zizhou and Qingjian, whose ESI presents a wavy change with the time.(4) By the analysis of the tendency of regional ecological security from 1990 in Yulin, we can find that ecological security of Yulin presents a power function development. From the trend line we can conclude that, though ecological security of Yulin is still in the unsafe state, with time passing, it will improve constantly by the guide of correct nation policy.(5) The spatial pattern of the tendency of ecological security in Yulin can be foreseen according to the results of study: Ynlin, Shenmu and Fugu will be the aggravating plate, whose ecological environment will be degenerating progressively;Hengshan, Suide will be the improving plate, whose ecological environment will be improving;and Jianxian, Dingbian, Jingbian, Mizhi, Wubao, Zizhou and Qingjian will be the unstably plate, whose state of ecological environment will be fluctuant though it does not present a degeneration.
