Study On Safety Supervision In Chinese Coal Mines

Safety production of coal mines concerns the fundenmental interests of all the employees,harmonious stabiability and survival and development of the coal mining enterprises. Therefore, doing well in safety production of coal mines is the government's basic task to fulfill social management and market supervision and is the significant part of comprehensively building a well-off society and implementing sustainable development strategy. However, the current situation in areas of safety production in Chinese coal mines is worrying:serious& extraordinary, fraqmentary safety accidents occur frequently which cause lives and property losses of our people, but also seriously affect the image of coal industry, to some extent, endangers social stability and cause an unharmonious factor of harmonious society.By illustrating the current safety supervision situation of both overseas and domestic coal mines, combining supervision practice of both central and local government, on the basis of related theories and taking the advantages and disadvantages of safety supervision on coal mines in Shandong Province as an example, this essay makes systematic and overall analysis of issues occured in safey supervision and production areas of coal mines by using authoritative and in-depth information and data and finally puts forward counter-measures of supervision on safey production of coal mines. Firstly, shifting roles of the government and firmly implementing the safey idea of people-oriented, strengthing the professional ethics construction of governmental supervisories, cultivating law enforcement teams with high quality to effectively give full play of the government and appropriately implementing safey supervison.Secondly,taking systematic supervision thought as the guidance to form law-based, scentific, normalized and long-acting supervision system of safety production in coal mines. Thirdly, giving full play of the supervision strength of both coal miners and society to establish overall supervision system of coal mines. Fourthly, strengthing the occupation healthy supervision of coal miners by "people-oriented". Fifth, improving the supervision way and method of safey production in coal mines to further push the development of safety supervision system in coal mines.This essay includes 6 chapters and 36 sections.Chapter 1:Summarizing the background of safety supervision issues in Chinese coal mines, the aim and meaning and related reserach documents from both domestic and overseas.Chapter 2:Analying the current situation of safety production in our coal mines.Chapter 3:Illustrating the layout of safety supervision system of Chinese coal mines and analying the reform and development of safety supervision system of Chinese coal mines since P.R.C was founded and sumarrying the characteristics of the layout of safety supervision system of Chinese coal mines.Chapter 4:Combining the current situation, analyzing the advantages and disadvantages of safety supervision work of Shandong Province to make a foundation of reseraching the issue of safety supervision of Chinese coal mines.Chapter 5:Meticulously analysing the issues occured and reasons in our coal mines.Chapter 6:Exploring the way and method of strengthing safety supervision and studying counter-measures and putting forward suggestions from objective system&in a subjective attitude. This is the key point of this essay.The innovative point of this essay is that:sticking the point from 4 aspects:the writer herself, enterprises, government and society, the writer deeply analysed the subjective and objective reason of safety supervision of coal mines. Taking Yankuang Group Corporation Limited, the biggest coal enterprise of Eastern China in Shandong Province as an example, better thoughts are put forward in respect of perfecting the regulation system of safety supervision of coal mines, ways and methods of improving supervision system, establishing long-term effienciency system of safety production and ensuring the lawful interests of employees.
