In order to meet the needs of the rapid development of the national economy, the construction dynamics of comprehensive transportation system will increase continuously during the Twelfth Five-year Plan period in China. The construction of road network has been an emphasis of transport development strategy. However, road construction will aggravate much environmental pollution and ecological damage inevitably, and triggering a series of new environmental problems. Therefore, in order to avoid the adverse impacts on environmental, it becomes extremely necessary to carry out planning environmental impact assessment (PEIA) of highway network actively and fully considered the environmental factors.The study on PEIA is still at the starting stage at present in our country. Due to the different characteristics of various industries, there is not a standardized theory and methodology in planning EIA currently. In nationwide, with the rapid development of transportation network, many provinces makes an attempt to study on the planning EIA on it in the eastern, central and southern areas of China. The advanced experiences are also drawed from foreign, but there is still no accepted methodology system for the planning EIA of road network, which brings difficulties to the planning EIA. Due to the differences of economic development and ecological environment, these existing methods are not very suitable for the road network planning EIA in Gansu Province, where have the unique geographical location, diverse ecotype, and fragile ecological environment.The original intention of this study is how to carry out the work of road network planning EIA in Gansu province, and meanwhile, prevent environmental destruction, protect the natural resources, maintain the ecology security. Under the guidance of the correlation theory, the traits of road network planning EIA were summarized, and the primal problems were analyzed. From several factors such as focus, impact identification, indicator system, and evaluation methods, this paper wants to explore the methodology how to carry out road network planning EIA in Gansu province. Meanwhile, an optional index sets and a specific technical route of road network planning EIA is established in this study, aimed to develop a suitable technical guideline for road network planning EIA in Gansu province. It has the important reference significance for the future research or similar project about road network planning EIA.
