Theory And Instance Research Of Planning Environmental Impact Assessment Of Shoreline Utilization

Planning Environmental Impact Assessment (PEIA) is the application of Environmental Impact Assessment to layout. It aims to avoid bad effect that comes from incorrect macro-planning. The Planning Environmental Impact Assessment of Shoreline Utilization means to analyze, forecast and assess the environmental impact when implementing the planning, and to put forward some measures in order to prevent or decrease adverse effect. The purpose of the assessment is to lay stress on the environmental impact, to control the pollution, and to protect the natural environment radically and the overall situation.The research methods which integrate theory and instances are used in this dissertation. The basic theories, assessment methods and procedures of PEIA are studied on the base of summarizing the researches of overseas and domestic on PEIA. And then, a reasonable and feasible PEIA of Coastland Utilization system is established. At last the theoretical investigations are applied to the practice of Shoreline Utilization Planning on the south of Kuishan of Rizhao.The results of the dissertation are as follows:1.The main environment impact caused by the implementation of Shoreline Utilization Planning are water environment, air environment, acoustic environment, ecological environment and social economy etc.2.The characteristics such as hierarchical quality, Comprehensive quality, supplement each other between planning and project etc can be embodied in PEIA of Shoreline Utilization.3.The assessment indicators system of PEIA of Shoreline Utilization contains key indicators and relevant indicators and the key indicators are mainly adopted to show the impact of environment and resources. 4.The key contents of the PEIA of Shoreline Utilization are the analysis and assessment of environmental impact, analysis of environment rationality, alternative plan and mitigation measures.5.The case study can be used as a reference for the same kind of PEIA of Shoreline Utilization.The study can help to deliberate the advantages and disadvantages of Coastland Utilization Planning from the view of economy and environment, promote the sustainable development of economic, society and environment.
