In Northern Pree Coordinated Development Estimates And Enhance The Strategic Research

The natural environment in the northern part of Shaanxi province is distinctly hostile with its following marked characteristics: wind erosion and desertification, severe soil and water loss, decreasing environmental capacity, poor bearing capacity of land, weak anti-interfere capability, loose elasticity, as well as low threshold. Thus, it would be rather difficult to restore to its normal state once devastated. With the implementation of national western development strategy and also the construction of energy resources & chemical industry base in northern Shaanxi province, the economic development of this area will keep a positive growth. However, many problems, like population accelerating, environment pollution, ecology damage etc., come to be conspicuous and social issues pop up, due to local extremely fragile ecology environment together with extensive over-exploration of energy resources. To a large extent, theses problems affect the continuous development of local economy. Therefore this paper assess the balanced development concerning the four aspects of population, resources, environment as well as economy and put forward harmonic-development strategy for relative departments' concern in their decision-making. This obviously has prominently practical meaning and great historical significance.This paper aims to study the coordinate development of population, resources, environment, and economy as regarding them as a whole using the qualitative and quantitative method, theory and practice method, standard analysis and positive analysis method, horizontal comparison and vertical comparison method with dialectics applied throughout the thesis. On the basis of research achievement from home and abroad on continuous development index system and harmonic development index system, an index system suitable for evaluating coordination development of northern Shaanxi area is brought forward viewing the natural status and practical condition here. Using SPSS software, firstly adopt Z-score method to standardize the original data, allocate weight objectively for the indexes with the principal component analysis (PCA) method, afterwards by virtue of comprehensive analysis method calculate and analyze the comprehensive development level of each subsystem in Yan'an and Yulin city. Then allocate weight subjectively for each subsystem, 0.25 respectively, and calculate the comprehensive development level of the PREE system using comprehensive analysis. Finally, by fuzzy membership degree function method, calculates the coordination coefficient of the population, resources, environment and economy, and then evaluate the coordination development degree of these for factors. Main conclusions are as follows:(1) The overall development level of each subsystem amid population, resources, environment, and economy of Yan'an city is higher than those of Yulin city. In Yan'an city, the integrated development level of resources and environment subsystem showed downward trend while there was a growth trend relating to the integrated development level of population and economy subsystem. Before early 1990s, the integrated development level of resources and environment subsystem were higher than the average, but the integrated development level of the population and economy subsystem were lower than the average. After that, they were opposite. However, in Yulin city, the integrated development level of each subsystem all showed growing trends. And before the 1990s, they were lower than the average while they were higher than the average after the 1990s.(2) Since the reform and opening-up, the integrated development level of the PREE system of Yan'an and Yulin city both apparently suggest the increasing trends, which demonstrate the overall coordination development status of Yan'an and Yulin turn out to be much better. Especially after 1997, the integrated development level of the PREE system continued to increase. But before 1990s, the integrated development level of the PREE system of Yan'an city is higher than that in Yulin city, and after that, the integrated development level of the PREE system of Yulin city exceeded that in Yan'an city.(3) The coordination degree in each subsystem of the coordination development system increases by the increasing system number. The coordination degree in two subsystems is inferior to the degree of three subsystems, and the coordination degree in three subsystems is inferior to the four.(4) The coordination degree of environment subsystem is on a low side compared to other subsystems in these two cities. Environment plays an important role in population, resources and economy developing, and can affect the coordination development of other subsystems. The development of economy in both Yan'an city and Yulin city has damaged the environment to a certain extent and is at the cost of the environment.
