Since the State Council decided to establish a vertical management system for coal mine safety supervision, China's coal mine production safety situation continues to improve. According to statistics, as the production having a sharp rise, the mortality of million tons coal having continuous decline, from 4.94 in 2002 down to 2010's 0.749. But compared with developed countries, China's security of coal mines is a serious problems. The existing regulatory regime of coal mine safety administration is established in learn from the advanced experience of the United States.The system need to further integrate China's national conditions and continue to be improved.As a province of Coal reserves, Gansu province's coal production increased steadily in recent years, coal production from 142.5 million tons in the period of "Plan of the Tenth Five-Year" to 203 million tons in the period of "Plan of the eleventh Five-Year ", while coal mine safety situation has significantly better, but still facing very serious security situation. Therefore, to explore a system of administration with scientific and efficient which adapt to the actual of Gansu coal mine will promote further improvement of coal mine safety in Gansu Province and protect the healthy and orderly development of coal industry.This paper introduces the advanced foreign experience in coal mine administration. And make an analysis of coal mine safety situation in Gansu province. At the same time, in-depth explanation of Gansu Province on the administration system for coal mine safety. The paper thinks that the current administration system is not perfect, and some deep-seated problems in the law enforcement affecting and constraining the further development of coal mines administration. The author proposed ideas of further improve coal mine safety administration system.And think that the coal mine safety supervision institutions should be given their proper positioning, while clear rational division of labor regulation to monitor and further adjust the existing administration system. The safety supervision institutions should be strengthen law enforcement, and strengthen the industry, while actively promote the new mine safety technologies, new processes, and continue to increase investment in mine safety.
