The Inner Mongolia Autonomous Region is an important energy base in China, which has rich coal resource, and ranks No.2 in coal reserves. The exploitation on coal resource promotes the economic development in Inner Mongolia Autonomous Region and causes severe environment pollution. Coal pollution not only does great harm to ecological environment but also creates enormous risks to people in this region.China is building environment-friendly and resource-saving society, and it can’t be allowed to ignore the enormous harm caused by coal pollution to local environment and people. At the same time, the government gradually realizes that law plays an important role in dealing with environment pollution and the latest implemented regulations, Environmental Protection of PRC, Air Pollution Prevention and Control Action Plan, Water Pollution Prevention and Control Action Plan, shows the government’s confidence and determination on dealing with environment pollution by law. Therefore, conducting research on preventing and controlling coal pollution in Inner Mongolia Autonomous Region by low is consistent with the goal of building environment-friendly and resource-saving society. Besides, the coal pollution problem in Inner Mongolia region concerns not only the ecological environment and people health in this region, but also energy security in China and stabilization in minority area. In this situation, the research is conducted.This paper analyzes the current situation of coal pollution in Inner Mongolia firstly and then dissects the law reason resulting in coal pollution, and lastly attempts to provide suggestion in low to prevent and control coal pollution in Inner Mongolia. There are four parts in this paper:The first part is the analysis on the current situation of coal pollution in Inner Mongolia:this chapter analyzes the current coal exploitation situation and the development trend of coal industry in Inner Mongolia and selectively analyzes the manifestation and harm of coal pollution. Besides the problems existing in the process of preventing and controlling coal pollution are also analyzed preliminarily.The second part is the foreign experience in preventing and controlling coal pollution and its enlightenment to China. Through consulting literature, it is known that many developed countries used to cause severe pollution by considering coal as the main energy and then control pollution in their history. This paper lists experience of coal pollution prevention and controlling in Britain, Germany and America and analyzes the role played by law. Finally the enlightenment to preventing and controlling coal pollution in China is reached.The third part is law reasons resulting in coal pollution in Inner Mongolia. The conclusion that the current situation of coal pollution is caused because there are many problems in legislation, law enforcing and judicature is reached through analyzing detailedly.The fourth part is suggestion in law on preventing and controlling coal pollution in Inner Mongolia, which is the core of this paper. After summarizing the law reasons resulting in coal pollution in Inner Mongolia, the author attempts to put forward suggestions in legislation, law enforcing, judicature and other aspects.
