The Law Issue Research Of Xiao Fu River Water Resources Management

With the high speed development in economy, the resources issue already became the significant problem for all of the countries. Especially for the water resource, as a non-renewable resource, how to manage and utilize it should be one of the most important topic for all over the world. The concept, which relates managing water resources by different water areas, has been accepted by most of countries and became a international scientific standard. The protection of water areas management through the law is also the key prerequisite of using water resource continually and sustainable development in this society.Xiao Fu River, as the large water resource in Zibo city, its status is very important for the local development. In recent years, there are lots of natural and social issues which caused the widely negative influences for this city, like serious water resource pollution, non-protected water utilization quantity, losing ability of against flood, less projects of river retain, and broken ecosystem and artificial scenery. From this view, the law issue research of analyzing and study Xiao Fu River water resource management is of great importance.This paper chose a different side to discuss the management of Xiao Fu River water resource management, which is from the law issues. It is totally different with before, from the environment science, water conservancy project, and nature geography, etc. There are four parts in this paper:the first part is the summery of basic information of Xiao Fu River, introduced the environment and present condition; the second part is the commentary of Xiao Fu River water resource management, which concluded the history and analyzed the recent situation; the third part related the problems and law issues of Xiao Fu River water resource management, the analysis the problems based on the law; the fourth part is about how to change and fix the law to improve the Xiao Fu River water resource management. This part was based one the successful management experiences from developed countries, and provided a series of suggestions related the law based on the real situation of Xiao Fu River.
