Since the 1980s, gas (NG) is one of the world's fastest-growing one in trade, increasing fuel rate of 8%. It is extremely important to introduce LNG for perfecting cities'energy structure and improving the energy level, especially the safety of energy usage, reducing environmental pollution and speeding up the development of cities. Guangdong LNG project was approved by the state council at the end of 1999. The first stage project included four cities which are around GZ city. The natural gas conversion project of GZ city began at 2006 and had already successfully completed now. There are 817,000 household in 148 areas can use the clean, safe and effective gas.However, it is possible for the inflammable and explosive liquefied natural gas to leak, explode and make pollution in the pipe laying construction, especially in the process of natural gas conversion project,and even causes serious damage or destruction to the environment, production and living facilities surrounding. Therefore, the safety management ability of city's natural gas conversion project constrains the development of new energy. Thus, analyzing and studying the safety management system of natural gas conversion project, ensuring the safety of the implementation of the natural gas conversion project is strategic significant to the new energy promoting application and establishing an energy saving social. The system of natural gas conversion project involves widely contents. This paper uses the research method of integrating theory with practice and specific analysis. First, we analyze the key influence events and the dangers; summarize the main problem in natural gas conversion project; prove the management factors in the process of natural gas conversion project. Second, establish the natural gas conversion project control model by dividing the safety control management hierarchy into three levels: strategy, tactic and operation, integrating organization control, institutional control, technical control and information system management control organically. Finally, we use the theory biological systems architecture entropy and mathematics to quantitative analysis the managing performance of natural gas conversion project, which provide decisions bases to the complement and adaption of the safety control system, to reduce the security threats of the project, improve the reliability of the project security, and create economic efficiency for enterprises and achieve added value.This paper points out that the safety management system of natural gas conversion project is a complex network. We derivate the valid value of the safety management system of natural gas conversion project to illuminate that the higher value the the safety management system of natural gas conversion project is, the higher efficiency the safety management system is; meanwhile, we derivate that the project security management system management effectiveness is decided by the work of the members, the higher the total expected return is, the more effective the system is. Thus, we conclude that the security management model can improve the effectiveness of the GZ city safety management system of natural gas conversion project, which is benefit to achieve the objectives of the project safety management.
