The Research On Quality Guarantee System Of Housing Engineering Based On QFD

Housing construction is a social issue of common concern and housing quality relates closely to people's lives, property safety and public interest. As China's rapid economic and social development, property price is increasing year by year. Most people can't afford to buy a home. The "Housing Engineering", projected by the government, which aims to build cheap houses so as to solve housing difficulties of middle and low income families, is no doubt a great measure catering for people's interests.Housing engineering is a systematic project, which is the effective integration of all sources by the developer. Two factors, therefore, are of great importance to improve the product quality:first, improving quality of each step; second, establishing an effective operational mechanism. All these should rely on a perfect guarantee system of Housing Engineering.The paper, using empirical studies, firstly analyses the status quo and existed problems of the Housing Engineering and puts forward the major contradiction of existed problems:property quality and service quality; by defining product quality of the Housing Engineering and discussing its influence factors, it makes clear that the Housing Engineering is composed of visible products and invisible products:the former refers to property; and the latter is intermediary services and property management. Housing quality of the Housing Engineering, thus, can be divided into two:visible product quality and invisible product quality. Factors that affect it include those of the real estate developers and the government. Besides, it contains some designing and constructing reasons as well as economical and structural ones.Mathematical and statistical methods are used to collect and collate quality data. By using mathematical tools can problem be discovered and analyzed so as to take proper measures to correct and prevent quality accidents. In accordance with the project life circle, use Quality Function Deployment (QFD) to manage and control quality during the planning and designing stages; in the bidding stage, optimize bidding concepts and procedures; in the implementation stage, carry out an total quality management approach, taking pre-control as the main orientation, and in-control and after-control as a supplement; and in the end stage, using QFD to improve property management and service quality is especially discussed. The housing engineering quality guarantee system of the three parties of the construction is set up under the governmental macro- and micro- management. The specific management content of the government and the supervision measures toward the three parties are clearly brought forward. The developers should strengthen the organization of direct engineering quality control and arrange more technical staff. The increase of the quality guarantee ability of contractors is the key point of quality controlling measures. The full functioning of engineering supervision units is the most important factor of all guarantee measures. So the key points and emphases'of dealing with common engineering problems are stated in the article. Meanwhile, the strengthening of information system construction can play the role of aiding management. The combination of the measures above will greatly improve the level of housing engineering quality management, and effectively prevent engineering problems.
