As a model of low energy consumption, clean and environmental-friendly, safe and reliable, inland water transportation not only undertakes the transportation of the necessary supplies of large enterprises along Yangtze River, but also is the key passageway of transportation of oils, which plays an important role in the policy of Western Development. The development of social economy and the increase of marine ships make environment more and more complex, which greatly increases the risk of oil spill. There are about 200 dangerous goods wharfs, more than 2500 water transport enterprises along Yangtze River which is so busy with 110 thousands ships and 20 millions throughput of fuel oil. In the event of an accident of oil spill, it will lead to huge destruction to the surrounding ecological environment and tourist resources and cause severe losses of development of economy and society, which is irreplaceable. Therefore, it is necessary to monitor spilled oil for inland waterways.This thesis has designed a system which can monitor spilled oil at inland waterways based on multi-functional beacons. The system takes spilled oil inland waterways as the research objects, aiming at enhancing the capabilities of maritime affair supervision, making full use of technology of sensors and information, and it can realize detecting spilled oil online at any time, which can improve management level of inland water transportation and protect and avoid major accidents of oil spill.This thesis study on the development of the spilled oil monitoring system at home and aboard, the integrated design strategy is given.The system contains the selection of spilled oil sensor, implement collection the spilled oil by peripheral circuit. This thesis accomplishes the communication of online monitoring system for oil spill. The communication of the system has two processes:one is the communication between the transducer and base station; the other is between base station and the maritime affair supervising center by ZigBee and AIS. The system can sent the oil spill information to the maritime affair supervising center.And then the thesis finishes the design of the software of online monitoring system for oil spill, i.e. administration of the information of the spilled oil. It is constituted of these modules: the information of the spilled oil searching, the serial communication, the real time display of navigable channels chart, historical data searching, historical typical cases of oil spill and the oil database, etc. The system will real-timely display positions of the spilled oil by means of the software of geography information system-GIS.By lots of repeated experiments, the spilled oil monitoring system is reliable, the sensor is less influenced by outer factors, high sensitivity. The communication link is very stable and reliable, and software interface is on good terms, operating is easy.A online monitoring system has come true finally.
